Resumen
Esta ley enmienda la Ley Núm. 203 de 2002 para requerir al Instituto de Cultura Puertorriqueña que identifique estructuras históricas en la zona urbana de Vega Alta, colabore con la Oficina Estatal de Conservación Histórica, asegure la asignación de fondos en el presupuesto general y presente informes semestrales a la Legislatura sobre el progreso de la implementación de la ley.

AN ACT
To amend Section 2; add new Sections 3 and 4; and to redesignate the present Section 3 as 5 of Act No. 203 of 2002, which provides that the Institute of Puerto Rican Culture shall identify the structures located in the urban zone of the Municipality of Vega Alta which date to years previous to 1920, and that due to their architectural, historic, artistic and/or cultural characteristics deserve to be preserved as a historical legacy for future generations; in order to provide that the Institute of Puerto Rican Culture remit reports every six months to the Legislature of Puerto Rico regarding the progress of the implementation of this Act; and for other related purposes.
STATEMENT OF MOTIVES
Act No. 203 of 2002 provides that the Institute of Puerto Rican Culture shall identify the structures located in the urban zone of the Municipality of Vega Alta that date to years prior to 1920, and that due to their architectural, historic, artistic and/or cultural characteristics deserve to be preserved as a historical legacy for future generations. For such purposes, it provided that the Institute shall submit to the Planning Board the names of these structures and shall take the necessary measures to comply with the provisions of this Act.
However, almost five (5) years after the approval of Act No. 203, id., and according to what we have been informed, the Institute has still been unable to comply with its provisions.
In view of the stated above and in order to ensure an effective consecution of the provisions of this Act, we deem that it is reasonable to demand of the Institute of Puerto Rican Culture comprehensive and detailed reports on the progress in the implementation of this Act until the completion of the identification process of structures located in the urban zone of the Municipality of Vega Alta that date to years prior to 1920, and that due to their architectural, historic, artistic and/or cultural characteristics deserve to be preserved as a historical legacy for future generations.
On the other hand, it is deemed proper that in said undertaking, the Commonwealth Historic Preservation Office be included given the expertise it has on the matter object of this Act. Furthermore, it is deemed convenient that the funds needed in order to comply with this Act be identified, petitioned and consigned in the Commonwealth of Puerto Rico General Budget of Expenses as of fiscal year 2008-2009 and subsequently, specifically in the item for the Institute of Puerto Rican Culture, since Act No. 203, supra, does not provide for it. Lastly, we deem it necessary to require the Institute of Puerto Rican Culture to submit annual proposals to the Commonwealth Office of Historic Preservation for the attainment of additional funds that shall contribute to compliance with this Act.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Section 2 of Act No. 203 of 2002, is hereby amended to read as follows: "Section 2.- .- The Institute of Puerto Rican Culture shall submit the names of the structures to the Planning Board and the Commonwealth Historic Preservation Office and shall take the measures needed to comply with the provisions of this Act."
Section 2.- A new Section 3 is hereby added to Act No. 203 of 2002, to read as follows: "Section 3.- The funds needed to comply with this Act shall be identified, petitioned and consigned in the Commonwealth of Puerto Rico General Budget of Expenses as of fiscal year 2008-2009 and subsequently, specifically in the item for the Institute of Puerto Rican Culture. Furthermore, the Institute of Puerto Rican Culture is hereby required to submit annual proposals to the Commonwealth Office of Historic Preservation for the attainment of funds to promote compliance with this Act."
Section 3.- A new Section 4 is hereby added to Act No. 203 of 2002, to read as follows: "Section 4.- The Executive Director of the Institute of Puerto Rican Culture shall remit, every six months, a comprehensive report to the Legislature of Puerto Rico regarding the progress of the implementation of this Act until said process is completed. Provided however, that the same shall be filed at the Office of the Secretary and of the Clerk of the Legislative Chambers."
Section 4.- The present Section 3 of Act No. 203 of 2002 is hereby redesignated as Section 5.
Section 5.- This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 72 (H.B. 3908) of the $7^{ ext {th }}$ Session of the $15^{ ext {th }}$ Legislature of Puerto Rico:
