Esta ley enmienda la Ley de la Corporación de Artes Musicales para incluir entre sus propósitos la coordinación con el Departamento de Educación, institutos, universidades y escuelas privadas para fomentar la enseñanza y desarrollo de las artes musicales teatrales como ópera, opereta, zarzuela y ballet.

AN ACT
To add subsection
(x) to Section 3 of Act No. 4 of July 31, 1985, as amended, known as the "Musical Arts Corporation Act," in order to include among the purposes, powers, and functions of the Musical Arts Corporation the coordination with the Department of Education, Institutes, Universities, and Private Schools of courses, seminars, workshops, and educational campaigns that foster the teaching and development of the theatrical musical arts such as opera, operetta, zarzuela and ballet, among others.
STATEMENT OF MOTIVES
Act No. 4 of July 31, 1985, as amended, known as the "Musical Arts Corporation Act", contains the legal provisions that regulate everything concerning the Musical Arts Corporation in Puerto Rico. Some of the purposes of said Corporation has are to establish, direct, supervise, and conduct all programs whose objectives are closely related to musical culture and the theatrical musical arts according to the authorities and powers conferred by this Act.
However, we are convinced that the development and promotion of the theatrical musical arts are endeavors that should be undertaken during the early educational stages of all Puerto Ricans. This would help our people to learn to treasure, enjoy, and understand our music, our culture, and the various artistic disciplines which comprise the theatrical musical arts such as ballet, opera and zarzuela, among others.
Art and music are expressions that transcend all types of social barriers and differences. The fact that they are the ideal means for uniting large groups of people in a positive manner is a proven fact. For that reason, this legislative measure intends to promote the teaching and development of the theatrical musical arts with the collaboration of the Department of Education, Institutes, Universities, and Private Schools in order to massify the knowledge, practice, and promotion thereof.
This Legislature is convinced of the need and convenience for approving this legislative measure, since it contributes to dispel the myth that the promotion and practice of the theatrical musical arts are inherent to a reduced group of the population. To the degree that we enable our population to understand, value, and treasure the theatrical musical arts, we will have better educated people, enrich the cultural patrimony of our people, and achieve great goal: for our people to remain united and to enjoy themselves in a positive manner.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:

Section 2.- This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 36 (H.B. 1339) of the $3^{ ext {rd }}$ Session of the $15^{ ext {th }}$ Legislature of Puerto Rico:
