Resumen
Esta ley enmienda la Ley Núm. 145 de 10 de agosto de 1995, conocida como la "Ley para Crear un Grupo de Trabajo Interagencial para el Sector Playita del Barrio Santurce", para añadir nuevos miembros al grupo de trabajo. El propósito es incluir una participación más activa de la comunidad y del Departamento de Transportación y Obras Públicas para abordar los problemas de sobrepoblación, pobreza extrema y falta de infraestructura en el sector.

AN ACT
To amend Section 3 of Act No. 145 of August 10, 1995, as amended, known as the "Act to Create an Interagency Task Force for Playita Sector of Barrio Santurce," to add new members to become part of the Task Force.
STATEMENT OF MOTIVES
The wellbeing and progress of all Puerto Ricans has always been one of the responsibilities and concerns of the Legislature.
Act No. 145 of August 10, 1995, as amended, was created in order to find solutions for the problems of the Playita Sector of Santurce, which were to be solved with the creation of an integral development plan for the area by several government agencies that are a part of said Act. In the last four (4) years, this Act has not been enforced, and the corresponding channels have not been available for the work and solutions to be effectively adjusted for the wellbeing of the residents of this sector.
It should be mentioned that the overpopulation, extreme poverty and lack of infrastructure that have characterized this sector still persist. Most of the residents of Playita are low-income persons. The mandate of this Interagency Task Force is to enforce the work that must be carried out pursuant to the provisions set forth in Section 3 of Act No. 145, supra.
To achieve this, we deem that it is important to have within this Task Force an active participation of the community and of the Executive Branch. Therefore, we deem it is proper to include therein two additional community members and the Commonwealth Department of Transportation and Public Works.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Section 3 of Act No. 145 of August 10, 1995, as amended, known as the "Act to Create an Interagency Task Force for Playita Sector of Barrio Santurce," to read as follows: "Section 3.- Constitution; Composition.- The Interagency Task Force, henceforth denominated as "the Task Force", shall be constituted (composed) by the following agencies, which shall delegate their representation in the task force on their high ranking officials, so as to ensure that its determinations and actions to be taken shall be implemented effectively: Regulations and Permits Administration; Department of the Family; Aqueduct and Sewers Authority; Electric Power Authority; Planning Board; Department of Housing; Housing Development and Improvements Administration; Department of Health (both Municipal and Commonwealth); Firefighter Corps; and the Municipality of San Juan, as well as the Department of Natural and Environmental Resources; Department of Education; Environmental Quality Board, Department of Transportation and Public Works; and two (2) members of the community, to be chosen in the first meeting of the agencies, and two (2) additional members to be selected in an Assembly of the Playita and El Checo communities to be held within thirty (30) days as of the approval of this Act. Said Assembly shall
be convoked and presided by the Commonwealth Department of Housing. The four (4) community members shall remain in office until a vacancy is produced by resignation, death, disability or removal. Should a vacancy arise in the community member positions, the successor shall be elected in an Assembly to be held by the pertinent communities.
Section 2.- Effectiveness This Act shall take effect immediately after its approval.

AN ACT to amend Section 3 of Act No. 145 of August 10, 1995, as amended, known as the "Act to Create an Interagency Task Force for Playita Sector of Barrio Santurce," to add new members to become part of the Task Force, has been translated from Spanish to English and that the English version is correct.
