Resumen
Esta ley enmienda la Ley Núm. 81 de 31 de agosto de 1990 para establecer que el Presidente del Senado y el Presidente de la Cámara de Representantes publicarán en un periódico de circulación general el nombre y los logros de las personas que anualmente reciben el Premio Armando "Mandín" Rodríguez. Además, asigna las responsabilidades relacionadas con dicho premio al Comité Conjunto para la Concesión de Medallas y Premios de la Legislatura.

AN ACT
To add Sections 7 and 8 to Act No. 81 of August 31, 1990, as amended, in order to establish that the President of the Senate and the Speaker of the House of Representatives shall publish in a newspaper of general circulation, the name and achievements of the persons who annually receive the Armando "Mandín" Rodríguez Award and assign the duties regarding all matters concerning said Award to the Joint Committee for Granting Medals and Awards of the Legislature.
STATEMENT OF MOTIVES
The celebration of commemorative days, weeks and months, as well as the awards provided by legislation are closely related to the memorable actions and achievements of Puerto Rican men and women.
The news of a negative nature occasionally cloud the achievements of the anonymous heroes and renowned citizens of our society. For this reason the Legislature of Puerto Rico deems it pertinent to publish this kind of event in the newspapers of general circulation of Puerto Rico. Thus is the diffusion and knowledge of the history of Puerto Rico strengthened.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.-A Section 7 is hereby added to Act No. 81 of August 31, 1990, as amended, to read as follows: "Section 7.-The President of the Senate and the Speaker of the House of Representatives shall publish in a newspaper of general circulation, the name
and achievements of the persons who annually receive the Armando 'Mandín' Rodríguez Award. The cost for doing this shall be defrayed from the item created pursuant to the provisions of Section 6 of this Act."
Section 2.-A Section 8 is hereby added to Act No. 81 of August 31, 1990, as amended, to read as follows: "Section 8.-The Joint Committee for Granting Medals and Awards of the Legislature shall be in charge of all duties regarding all matters concerning the Armando 'Mandín' Rodríguez Award."
Section 3.-This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 70 (H.B. 228) of the $1^{ ext {st }}$ Session of the $15^{ ext {th }}$ Legislature of Puerto Rico:
