AN ACT
To amend Section 5 of Act No. 81 of August 31, 1990, as amended, which created the Armando (Mandín) Rodríguez Annual Photography Award, in order to increase the amount of the cash prize.
STATEMENT OF MOTIVES
The Armando (Mandín) Rodríguez Annual Photography Award was established by the Legislature of the Commonwealth of Puerto Rico through Act No. 81 of August 31, 1990. Said recognition was created to honor photojournalists who devotedly, enthusiastically, and professionally perform the arduous and courageous task of capturing the images that standout in the daily life on our Island.
In its beginning, the prize was of one thousand (1,000) dollars and of five hundred (500) dollars for each of the second place winning photographers. Subsequently, Act No. 144 of July 3, 1999 was approved to increase the prize of the first place winner to two thousand (2,000) dollars and to one thousand (1,000) dollars for the second place winners of said annual prize. These cash prizes are defrayed from the Joint Expenses item of the Legislature from the budget of the Office of Legislative Services.
In order to promote and recognize excellence in the work performed each day by photojournalists to generate news on our Island, it is the intention of this Legislature to increase the amount of the Armando
"Mandín" Rodríguez Annual Photography Award to five thousand (5,000) dollars and to two thousand five hundred (2,500) dollars, respectively.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Section 5 of Act No. 81 of August 31, 1990, as amended, is hereby amended to read as follows: "Section 5.- It is hereby provided that the sum of five thousand (5,000) dollars shall be awarded to the photojournalist who wins the first prize and the sum of two thousand five hundred (2,500) dollars to the photojournalists who win the second prizes."
Section 2.- Pursuant to Section 6 of Act No. 81 of August 31, 1990, the cost of said prizes shall be defrayed from the joint expenses item of the Legislature appropriated to the Office of Legislative Affairs.
Section 3.- This Act shall take effect immediately after its approval.
CERTIFICATION
I hereby certify to the Secretary of State that the following Act No. 123 (S.B. 40) of the $2^{ ext {nd }}$ Session of the $15^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to amend Section 5 of Act No. 81 of August 31, 1990, as amended, which created the Armando (Mandín) Rodríguez Annual Photography Award, in order to increase the amount of the cash prize, has been translated from Spanish to English and that the English version is correct.
