An amendment to Market Regulation No. 9, which regulates the marketing of imported bananas and plantains in the Commonwealth of Puerto Rico, establishes a new Section VIII-A for exemptions. This addition specifically exempts lots of plantains imported from the Dominican Republic under a bilateral commercial interchange agreement from compliance with Sections IV, V, and Sub-sections C of Section VI of the original regulation. To qualify for this exemption, each shipment requires prior written authorization from the Agricultural Services Administration of Puerto Rico and the Price Stabilization Institute of the Dominican Republic. The Secretary of Agriculture of Puerto Rico will determine the specific periods and amounts of plantains permitted under this exemption through proclamation. Promulgated under the authority of Act No. 241, this amendment will become effective thirty days after its publication in two general circulation newspapers and the filing of its texts with the Secretary of State.
