Resumen
Esta ley enmienda la Ley Núm. 143 de 2003 para requerir al Instituto de Cultura Puertorriqueña que identifique y actualice información sobre estructuras con valor arqueológico, histórico y cultural en Morovis. La enmienda exige informes semestrales a la Legislatura sobre el progreso y la presentación de propuestas semestrales a la Oficina Estatal de Conservación Histórica para obtener fondos.

AN ACT
To amend Section 3, add a new Section 4, and redesignate the current Section 4 as Section 5 in Act No. 143 of 2003, which directs the Institute of Puerto Rican Culture to identify and update the information on the structures located in the urban zone and in other lands of the Municipality of Morovis that have archaeological, historic and cultural value as a part of the cultural patrimony of this Municipality, for purposes of providing that the Institute of Puerto Rican Culture shall remit semiannual reports to the Legislature of Puerto Rico on the progress of the implementation of this Act and to entrust said administrative agency to submit semiannual proposals to the Commonwealth Historic Preservation Office to obtain funds that promote compliance with this Act.
STATEMENT OF MOTIVES
Act No. 143 of 2003 directs the Institute of Puerto Rican Culture to identify and update the information on the structures located in the urban zone and in other lands of the Municipality of Morovis that have archaeological, historic and cultural value as a part of the cultural patrimony of this Municipality. For these purposes, the Act provided that the Institute should submit to the Planning Board and the Commonwealth Historic Preservation Office the identification and update of the structures or lands in order to comply with the provisions of this Act. Provided, that the necessary funds for compliance with this Act shall be identified, requested, and consigned in the General Budget of Expenses of the Commonwealth of
Puerto Rico, specifically in the budget appropriated to the Institute of Puerto Rican Culture, beginning in Fiscal Year 2003-2004, and in subsequent years.
However, almost four (4) years have elapsed as of the approval of Act No. 143, id., and as we have been informed, the Institute has not yet been able to comply with its provisions.
Considering the aforesaid, and for purposes of ensuring the effective enforcement of the provisions of this Act, we deem reasonable to demand from the Institute of Puerto Rican Culture comprehensive and detailed reports on the progress of the implementation of this Act, until the process of identification and update of the information on the structures located in the urban zone and in other lands of the Municipality of Morovis that have archaeological, historic and cultural value as a part of the cultural patrimony of this Municipality is completed.
Finally, we also deem appropriate that the Institute of Puerto Rican Culture also notify the nomination of the structures to the Commonwealth Historic Preservation Office, and that it submit annual proposals before said entity in order to obtain funds to promote compliance with the tasks entrusted by the hereby amended legislation.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.-Section 3 of Act No. 143 of 2003 is hereby amended to read as follows: "Section 3.-The necessary funds for compliance with this Act shall be identified, requested, and appropriated in the General Budget of Expenses of the Commonwealth of Puerto Rico, specifically in the budget appropriated for the Institute of Puerto Rican Culture, beginning in fiscal year 2003-2004, and in subsequent years. The Institute of Puerto Rican Culture is further entrusted to submit annual
proposals before the Commonwealth Historic Preservation Office in order to obtain funds to promote compliance with this Act."
Section 2.-A new Section 4 is hereby added to Act No. 143 of 2003, to read as follows: "Section 4.-The Executive Director of the Institute of Puerto Rican Culture shall remit a comprehensive and detailed semiannual report to the Legislature of Puerto Rico on the progress of the implementation of this Act, until said process is completed. Provided, that said report shall be presented through the Office of the Secretary of the Senate and the Office of the Clerk of the House of Representatives."
Section 3.-The current Section 4 of Act No. 143 of 2003 is hereby redesignated as Section 5.
Section 4.-This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 56 (H.B. 3905) of the $7^{ ext {th }}$ Session of the $15^{ ext {th }}$ Legislature of Puerto Rico:
