Resumen
Esta ley deroga expresamente las Secciones 2, 3 y 14 del Código Político de 1902, relacionadas con la composición, sede y jurisdicción del Gobierno Insular, las cuales quedaron obsoletas tras la aprobación del Artículo I de la Constitución de Puerto Rico de 1952.

AN ACT
To expressly repeal Sections 2, 3, and 14 of the Political Code of 1902, related to the composition, seat and jurisdiction of the Insular Government, which have become obsolete upon the approval of Article I of the Constitution of Puerto Rico of 1952.
STATEMENT OF MOTIVES
In the legislative processes, the phenomenon that some statutes previously in effect are rendered ineffective upon the approval of subsequent laws, constitutional provisions, or judicial decisions is seen with certain regularity without conducting a depuration process directed expressly repealing those laws that have become obsolete or ineffective.
The Political Code approved in 1902 was a piece of legislation that at that time enforced at the local level, the provisions of the Foraker Act, which was the organic statute in effect at that time for the Insular Government of Puerto Rico. It also established the legal framework of the faculties, powers, authorities, proceedings, composition and organization of the components of said Insular Government.
For more than a century, several of its provisions have been superseded or rendered ineffective by the enactment of subsequent statutes and most importantly by the approval of the Constitution of Puerto Rico and specific Organic Acts that at present govern the components of the current Commonwealth Government.
Articles 2, 3 and 14 of the Political Code of 1902 provided for the composition of the branches, seat and jurisdiction of the Insular Government. Pursuant to legal norms presently in effect, these Articles have been superseded by the provisions of Article I of the Constitution of the Commonwealth of Puerto Rico. Since they have become academic and to prevent the possibility of confusion in some ambits, their express repeal is hereby directed.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Sections 2, 3, and 14 of the Political Code of 1902, related to the composition, seat and jurisdiction of the Insular Government, which have become obsolete upon the approval of Article I of the Constitution of Puerto Rico are hereby repealed.
Section 2.- This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 38 (H.B. 3869) of the $7^{ ext {th }}$ Session of the $15^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to expressly repeal Sections 2, 3, and 14 of the Political Code of 1902, related to the composition, seat and jurisdiction of the Insular Government, which have become obsolete upon the approval of Article I of the Constitution of Puerto Rico of 1952, has been translated from Spanish to English and that the English version is correct.
