AN ACT
To add a subsection
(g) to Section 3.2 of Act No. 220 of August 29, 2002, known as the "Youth Cooperatives Act" to promote the creation of publications and magazines for youth, whether in print or electronic means by School, Community and University Youth Cooperatives.
STATEMENT OF MOTIVES
Act No. 220 of August 29, 2002, had the purpose of creating the "Special Youth Cooperatives Act". Section 3.2 of said statute contains a series of powers to be carried by school, community and university youth cooperatives under the supervision of the Cooperative Development Administration.
This Legislature has a commitment to promote the creation and diffusion of youth publications to highlight the highest ethical and moral values of our youth, as well as their community and educational achievements and distinctions. Instead of entrusting this task to an administrative agency, it seems proper to empower youth cooperatives to become involved in a youth project that is in harmony with cooperative goals and with the purpose of Act No. 220, supra.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- A subsection
(g) is hereby added to Section 3.2 of Act No. 220 of August 29, 2002, known as the "Special Youth Cooperatives Act," to read as follows:
"Section 3.2.- Powers of School, Community and University Youth Cooperatives.
School, community and university youth cooperatives of different nature may be organized according to the needs identified by the school and residential community under the supervision of the Cooperative Development Administration. The cooperatives shall develop the educational and commercial activities necessary to sustain the workshop and to attain the objectives and purposes for which they were created. Some of the activities to be developed are as follows: a. ... f. $\quad ...$ g. Publish magazines for youth or similar publications, whether printed or through electronic means, to highlight the highest ethical and moral values of our youth, as well as their community and educational achievements and distinctions."
Section 2.- This Act shall take effect immediately after its approval.
