AN ACT
To amend the second paragraph of subsection
(g) of Section 7 of Act No. 173 of August 12, 2000, known as the "Program for the Promotion, Protection and Conservation of the Beaches of Puerto Rico Aspiring to the Blue Flag," for the purpose of eliminating the reference to "Recreational Development" in the latter and substitute the same for "National Parks."
STATEMENT OF MOTIVES
Act No. 10 of April 8, 2001, integrated the Puerto Rico National Parks Development, Operation and Conservation Trust, created by public deed number 3 of December 23, 1988, to the Recreational Development Company, created pursuant to Act No. 114 of June 23, 1961.
This union integrated two agencies that had common origins and restructured their mission, purposes and organization, reason for which the Puerto Rico National Parks Company was created. Furthermore, Act No. 10, supra, amended Act No. 114 of June 23, 1961, for the purpose of citing the Recreational Development Company as the Puerto Rico National Parks Company.
This being so, this Act amends the second paragraph of subsection
(g) of Section 7 of Act No. 173 of August 12, 2000, in order to eliminate "Recreational Development" and substitute the same for "National Parks."
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.-To amend the second paragraph of subsection
(g) of Section 7 of Act No. 173 of August 12, 2000, to read as follows: "Section 7 Parameters.- The pilot beaches shall comply with all the criteria indicated below:
(a) ...
(b) ...
(c) ...
(d) ...
(e) ...
(f) ...
(g) Uncontrolled camping shall not be allowed. In many cases, the surroundings of the beaches have significant ecological and cultural value that must be maintained and respected. Camping freely, in spite of the awareness and education of those who practice it, rarely ensures that these values shall be protected, which implies risks to the environment.
The Department and the National Parks Company shall amend the regulations for this activity to guarantee the faithful compliance with this subsection."
Section 2.-This Act shall take effect immediately after its approval.
