Resumen
Esta ley enmienda la Ley Orgánica de la Junta de Planificación de Puerto Rico para aumentar las multas administrativas impuestas por la Junta de Planificación por incumplimiento de sus reglamentos y órdenes. El propósito es disuadir a los desarrolladores de proyectos de violar las leyes y regulaciones aplicables a la ubicación y construcción de proyectos.

AN ACT
To amend subsection (10) of Section 11 of Act No. 75 of June 24, 1975, as amended, known as the "Puerto Rico Planning Board Organic Act," in order to increase the amount of the administrative fines to be imposed by the Planning Board on any person who fails to comply with any of its regulations or orders adopted pursuant to the provisions of Section 27, 28 and 30 of said Act, and on the basis of the functions and powers assigned to it by this Act and any other laws.
STATEMENT OF MOTIVES
Section 11 of Act No. 75 of June 24, 1975, as amended, known as the "Puerto Rico Planning Board Organic Act," grants the Board, among other functions and powers, the power of imposing administrative fines of not less than one hundred (100) dollars nor of more than five thousand (5,000) dollars pursuant to the procedure to be provided through the regulations to be adopted under the provisions of its Sections 27, 28 and 30, to any person who fails to comply with any regulation or order of the Board adopted on the basis of the functions and powers assigned to it by this Act or any other laws.
In the past Puerto Rico has been witness of several situations whereby certain project developers have violated with impunity the laws and regulations applicable to project location and construction consultations, as
well as the conditions or orders imposed to them in order to approve said consultations.
The purpose of this Act is to authorize an increase in the amount of the administrative fines to be imposed by the Planning Board for violations of its regulations and orders issued by the latter pursuant to Act No. 75 of June 24, 1975 and other laws, so that this may serve as a deterrent for any person who intends to break the law and its regulations or orders.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.-Subsection (10) of Section 11 of Act No. 75 of June 24, 1975, as amended, known as the "Puerto Rico Planning Board Organic Act," is hereby amended to read as follows: "Section 10.-General functions and powers of the Board. (1) ... (2) ... (3) ... (10) To impose administrative fines of not less than one thousand (1,000) dollars nor of more than ten thousand (10,000) dollars pursuant to the procedure that may be established by regulations adopted under the provisions of Sections 27, 28 and 30 of this Act, on any person who fails to comply with any regulation or order of the Board, adopted on the basis of the functions and powers assigned to it by this Act or any other laws."
Section 2.-This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 294 (H.B. 2061) of the $4^{ ext {th }}$ Session of the $15^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to amend subsection (10) of Section 11 of Act No. 75 of June 24, 1975, as amended, known as the "Puerto Rico Planning Board Organic Act," in order to increase the amount of the administrative fines to be imposed by the Planning Board on any person who fails to comply with any of its regulations or orders adopted pursuant to the provisions of Section 27, 28 and 30 of said Act, and on the basis of the functions and powers assigned to it by this Act and any other laws, has been translated from Spanish to English and that the English version is correct.
