Resumen
Esta ley enmienda la Ley Núm. 184 de 3 de agosto de 2004, conocida como la "Ley de Administración de Recursos Humanos del Servicio Público del Estado Libre Asociado de Puerto Rico", para añadir una cláusula que establece que la División de Desarrollo de Capital Humano ofrecerá cursos de capacitación y educación continua sobre el movimiento cooperativo a todo el personal gubernamental interesado.

AN ACT
To add a clause
(h) to Section 6.5 of Section 6 of Act No. 184 of August 3, 2004, as amended, known as the "Public Service Human Resources Administration Act of the Commonwealth of Puerto Rico," in order to provide that training and continuing education courses in the cooperative movement be offered to all government personnel interested in the cooperative movement through the Human Capital Development Division created by virtue of the aforementioned Act.
STATEMENT OF MOTIVES
The Human Capital Development Division was created by virtue of Act No. 184, supra, for the purpose of identifying the needs for the development of human resources in the public service, of planning, administering and evaluating training activities to meet the needs of the public service personnel, of developing research programs in the field of human resources administration, of providing advisory services to the agencies of the Government for the implementation of the positive results of the research for improving the administration of human resources, of coordinating the scholarships programs offered by the Government for the agencies, of developing, in coordination with the agencies, a program for the payment of tuition for studies and of planning, in coordination with the agencies and of the concession of study leaves with pay.
Furthermore, said Division offers multiple training programs and activities related to the personal and professional development of the employees. The Division also has available personnel qualified for designing, preparing and developing training programs in the various areas in the field of human resources. For those reasons it is reasonable to think that matters pertaining to the cooperative movement may be included within the framework of the aforementioned topics and that training programs related to the cooperative movement, a philosophy that fosters the organization of persons to jointly meet their needs, could be designed.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.-A clause
(h) is hereby added to Section 6.5 of Section 6 of Act No. 184 of August 3, 2004, as amended, to read as follows: "Section 6.5.-Training (1) ... (2) ... (3) The Human Capital Development Division is hereby created in the public service as a part of the Office, to perform the functions indicated below:
(a) ...
(h) Offer, in coordination with the Cooperative Development Administration, training and continuous study courses in the cooperative movement to every public employee interested in taking them. To offer said courses, the Division may solicit the assistance of the League of Cooperatives of Puerto Rico and of the Cooperative Movement Institute of the University of Puerto Rico.
Section 2.-To capably comply with the provisions of this Act, the Office of Human Resources of the Commonwealth of Puerto Rico is hereby authorized to promulgate those regulations deemed pertinent in coordination with the Cooperative Development Administration and with the League of Cooperatives of Puerto Rico.
Section 3.-This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 210 (H.B. 2517) of the $4^{ ext {th }}$ Session of the $15^{ ext {th }}$ Legislature of Puerto Rico:
