Esta ley enmienda la Ley Orgánica del Sistema de Retiro para Maestros de Puerto Rico para permitir que un mayor número de personas paguen voluntariamente las cuotas personales y la porción del empleador para acreditar servicios para fines de jubilación.

AN ACT
To amend the fifth paragraph of Section 22 of Act No. 91 of March 29, 2004, as amended, known as the "Commonwealth of Puerto Rico Teacher's Retirement System Organic Act," to increase the number of persons who may voluntarily pay the personal quota and the employer's portion for services to be accredited for retirement.
STATEMENT OF MOTIVES
Act No. 91 of March 29, 2004, as amended, known as the "Commonwealth of Puerto Rico Teacher's Retirement System Organic Act," guarantees that teachers shall receive the benefits to which they are entitled upon completing their years of service. Such retirement benefits are more than warranted, because our teachers are the ones who shape the leaders and citizens of Puerto Rico from day to day, with sacrifice and devotion.
This legislative piece, amends Section 22 of the "Commonwealth of Puerto Rico Teacher's Retirement System Organic Act," in order to increase the number of persons that may pay the personal fees and the employer's portion of services in order to receive credit for services rendered to the Government of the Commonwealth of Puerto Rico, its instrumentalities, dependencies, agencies or any other government entity, during which it was not possible for them to contribute to such systems because of the limitation of their classification as public employee.
This Legislature deems it proper to adopt those measures directed to improving and make obtainment of such benefits more flexible, so that
teachers may have the mechanisms necessary to face their retirement years with the deserved tranquility and peace.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- The fifth paragraph of Section 22 of Act No. 91 of March 29, 2004, is hereby amended to read as follows: "Section 22.- Credit for services rendered for the Government of the Commonwealth of Puerto Rico.
All teachers or members ... Said services ... In order to obtain ... These uncovered services ... However, in the cases covered by Sections 21 and 22 of this Act, both the personal quota of the applicant and its interest, and the employer's portion and its interest may be paid, in whole or in part, additionally and voluntarily, by the applicant, the union or labor organization of which the applicant is a member, or by third parties, without it exempting from tax liability who ever makes the payment by gratuitous title or the beneficiary, when the payment has been made as onerous title.
The credit for years of service ..." Section 2.- This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 163 (H.B. 1863) of the $3^{ ext {rd }}$ Session of the $15^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to amend the fifth paragraph of Section 22 of Act No. 91 of March 29, 2004, as amended, known as the "Commonwealth of Puerto Rico Teacher's Retirement System Organic Act," to increase the number of persons who may voluntarily pay the personal quota and the employer's portion for services to be accredited of services in order to receive credit for retirement, has been translated from Spanish to English and that the English version is correct.
