Resumen
Esta ley enmienda la Ley Núm. 84 de 1 de marzo de 1999, conocida como la "Ley para la Creación de Centros de Cuidado Diurno para Niños en los Departamentos, Agencias y Corporaciones e Instrumentalidades Públicas del Gobierno de Puerto Rico". La enmienda autoriza a las agencias e instrumentalidades públicas a ejecutar contratos y establecer consorcios con otras agencias gubernamentales, así como a contratar entidades privadas, para cumplir con el requisito de proveer servicios de cuidado diurno para los hijos de sus empleados y funcionarios.

AN ACT
To add a new Section 10 and renumber Sections 10 and 11 as Sections 11 and 12, respectively of Act No. 84 of March 1, 1999, known as the "Act for the Creation of Child Day Care Centers at the Departments, Agencies, and Public Corporations and Instrumentalities of the Government of Puerto Rico," in order to authorize the agencies and public instrumentalities of the government of Puerto Rico to execute contracts and establish consortiums with other government agencies as well as to execute contracts with private entities to meet the requirement of providing day care services for their employees and officials.
STATEMENT OF MOTIVES
Considering the high cost of the many financial obligations that burden the Puerto Rican family as well as the high incidence of divorce in our society which has forced women to more actively join the work force of the Island, the Legislature of Puerto Rico approved Act No. 84 of March 1, 1999, better known as the "Act for the Creation of Child Day Care Centers at the Departments, Agencies, and Public Corporations and Instrumentalities of the Government of Puerto Rico."
Since its approval Act No. 84, supra, has had a positive effect on the public employees of the country, who now enjoy the alternative of obtaining low-cost child care services close to their workplace. However, not all government agencies have the economic and physical infrastructure to adequately comply with the provisions of the Act.
The purpose of this measure is to authorize the agencies and public instrumentalities of the Government of Puerto Rico to execute contracts and establish consortiums with other government agencies as well as to execute contracts with private entities that provide similar services to meet the requirement of providing day care services for their employees and officials.
These contracts or agreements with government agencies or private entities must be executed within the parameters established in Act No. 84, supra, as well as the Commonwealth and Federal regulations in effect for similar programs.
As Act No. 84, supra, indicated in its Statement of Motives: "It is a moral obligation of the highest priority for the Government to look after the general welfare of the family and particularly of our children. Much can be done, although undoubtedly one of the most important steps is to ensure the proper care of very young children while their parents are at work."
This measure seeks to ensure that all government agencies may be able to capably comply with the provisions of Act No. 84, supra.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.-A new Section 10 is hereby added to Act No. 84 of March 1, 1999, known as the "Act for the Creation of Child Day Care Centers at the Departments, Agencies, and Public Corporations and Instrumentalities of the Government of Puerto Rico," to read as follows: "Section 10.-The Director of the Department, the Secretary or the highest ranking Executive of the corresponding agency, public corporation or instrumentality to execute contracts and establish consortiums with other government agencies as well as with private entities that provide day care services, provided said contracts are compatible with what is established in
this Act, as well as in the Commonwealth and Federal regulations in effect for similar programs."
Section 2.-Sections 10 and 11 of Act No. 84 of March 1, 1999 are hereby renumbered as Sections 11 and 12.
Section 3.-This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 67 (H.B. 161) of the $\underline{1}^{ ext {st }}$ Session of the $\underline{15}^{ ext {th }}$ Legislature of Puerto Rico:
