Resumen
Esta ley enmienda la Ley Núm. 113 de 11 de agosto de 1996, conocida como la "Ley del Comité Conjunto Especial sobre Donaciones Legislativas", para incluir al Presidente del Comité de Presupuesto y Asignaciones de la Cámara de Representantes como copresidente de dicho comité especial. El propósito es integrar la supervisión de las donaciones legislativas con la responsabilidad del comité de presupuesto sobre el presupuesto general y la asignación de fondos.

AN ACT
To amend Section 3 of Act No. 113 of August 11, 1996, better known as the "Special Joint Committee on Legislative Donations Act," in order to establish that the Chairperson of the Committee on Budget and Appropriations of the House of Representatives shall co-chair the Special Joint Committee.
STATEMENT OF MOTIVES
The House of Representatives of the Commonwealth of Puerto Rico, by virtue of the powers granted by the Constitution, made substantial changes to the scheme of the existing committees as of the Fifteenth Legislature. One of the most significant changes was the creation of the new Committee on Budget and Appropriations. This Committee was entrusted with the authority to intervene "in the study and evaluation of the General Budget, in the budget petitions recommended by the Governor for the departments, public corporations, agencies and other public instrumentalities, taking into consideration all the revenues and resources of the Commonwealth, as well as those of the entity thus evaluated; including of Federal funds, special funds and donations, as well as any other income. It shall likewise be responsible for any measure for the appropriation of funds and of the appropriations included in any legislative measure."
Therefore, in view of the fact that the Special Joint Committee on Legislative Donations attends to all that pertains to legislative donations to
nonprofit semi-public and private entities, it is essential to assign to the Chairperson of the House Committee the responsibility of co-chairing this Joint Committee, which shall henceforth attend to all that pertains to the General Budget and the appropriation of funds.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Section 3 of Act No. 113 of August 11 of 1996 is hereby amended to read as follows: "Section 3.- . . The Committee shall be co-chaired by the Chairpersons of the Committee on Budget and Appropriations of the House of Representatives and of the Ways and Means Committee of the Senate of Puerto Rico."
Section 2.- This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 2 (H.B. 8) of the $1^{ ext {st }}$ Session of the $15^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to amend Section 3 of Act No. 113 of August 11, 1996, better known as the "Special Joint Committee on Legislative Donations Act," in order to establish that the Chairperson of the Committee on Budget and Appropriations of the House of Representatives shall co-chair the Special Joint Committee, has been translated from Spanish to English and that the English version is correct.
