Resumen
Esta ley enmienda la Sección 5 de la Ley Núm. 113 de 11 de agosto de 1996 para reflejar la reestructuración de los comités de la Cámara de Representantes, específicamente la creación del Comité de Presupuesto y Asignaciones. Establece el proceso de nombramiento del Director Ejecutivo y del personal del comité conjunto por los presidentes de los comités de Hacienda del Senado y de Presupuesto y Asignaciones de la Cámara.

AN ACT
To amend Section 5 of Act No. 113 of August 11, 1996, as amended.
STATEMENT OF MOTIVES
The House of Representatives conducted a restructuring of the Committees, thus creating the Committee on Budget and Appropriations. For this reason, the Legislature deems it necessary to revise and temper Act No. 113 of August 11, 1996, with the changes made.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Section 5 of Act No. 113 of August 11, 1996, as amended, is hereby amended to read as follows: "Section 5.- The Committee shall be directed by an Executive Director appointed every four years by the Chairperson of the Ways and Means Committee of the Senate and the Chairperson of the Committee on Budget and Appropriations of the House of Representatives of Puerto Rico. The salary or compensation of the Director shall be fixed according to the norms to be established with the advice and consent of the Co-chairpersons of the Committees created by this Act.
Likewise, the Co-chairpersons of the Committee shall appoint the corresponding personnel which shall be under the direction of the Executive Director and upon whom the latter may delegate the functions provided in
this Act. When the Executive Director is appointed by the Chairperson of the Ways and Means Committee of the Senate, he/she shall also appoint the Director of Human Resources and Administration, the Buyer, the Payer, the administrative personnel and half of the accounting analysts. The Deputy Director, part of the administrative personnel and the other half of the analysts shall be appointed by the Chairperson of the Committee on Budget and Appropriations. When the appointment of the Executive Director of the Committee corresponds to the Chairperson of the Committee on Budget and Appropriations, the same procedure shall be followed.
Section 2.- Effectiveness This Act shall take effect immediately after its approval.
