Ley 15 del 2005
Resumen
Esta ley deroga la Sección 4 y enmienda la Sección 6 de la Ley Núm. 258 de 30 de julio de 1974, eliminando el Comité Conjunto de la Legislatura, encargado de preparar las normas generales para la administración de los Cuerpos Legislativos. La ley busca generar ahorros presupuestarios y aumentar la eficiencia legislativa.

AN ACT
To repeal Section 4 and amend Section 6 of Act No. 258 of July 30, 1974, as amended, and renumber subsequent sections, in order to eliminate the Joint Committee on the Legislature, created to prepare the general norms for the administration of the Legislative Bodies.
STATEMENT OF MOTIVES
Section 4 of Act No. 258 of July 30, 1974, as amended, on the administration of the affairs of the Legislature, created a Joint Committee the purpose of which was to prepare the general norms for the administration of the Legislative Bodies.
Last November 2, 2004, the People of Puerto Rico gave a mandate to this Legislature to be more strict and conservative in the use of public funds among other things. This mandate together with another through which the elimination or cut of standing legislative committees, whether created by law or by resolutions, was demanded; since by doing so there would be savings in the budget, and at the same time the efficiency of the legislature would be increased.
Due to said mandate, since its beginning, the Fifteenth Legislature deemed it was necessary to undertake a process of dramatic cuts in the number of existing committees. To such purposes, it is imperative to repeal the laws or resolutions of many committees, whose function and
jurisdictions may be assumed by other committees. The Joint Committee created by Act No. 258, supra, is among those that may be eliminated without causing further adverse consequences on the administration of Legislative Bodies; thus propitiating legislative savings.
It is important to mention that the repeal of Section 4 of Act No. 258, which created this Joint Committee, does not affect the administrative affairs jointly addressed by the Legislature.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Section 4 of Act No. 258 of July 30, 1974, as amended, is hereby repealed, and its subsequent sections are hereby renumbered.
Section 2.- Section 6 of Act No. 258 of July 30, 1974, as amended, is hereby amended to read as follows: "Each House shall be a separate administrative body. Its president shall be the administrator of the Body and may partially or wholly delegate the administrative functions to other officials."
Section 3.- This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 15 (H.B. 1001) of the $\underline{1}^{ ext {st }}$ Session of the $\underline{15}^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to repeal Section 4 and amend Section 6 of Act No. 258 of July 30, 1974, as amended, and renumber subsequent sections, in order to eliminate the Joint Committee on the Legislature, created to prepare the general norms for the administration of the Legislative Bodies, has been translated from Spanish to English and that the English version is correct.
