Ley 1 del 2005
Resumen
Esta ley deroga la Sección 6.29 de la Ley Núm. 22 de 7 de enero de 2000, conocida como la "Ley de Vehículos y Tránsito de Puerto Rico", eliminando la ilegalidad de transitar por el carril izquierdo en las autopistas de Puerto Rico únicamente para rebasar otros vehículos. La exposición de motivos argumenta que la congestión y el estado de las carreteras hacen imposible cumplir con la disposición anterior.

AN ACT
To repeal Section 6.29 of Act No. 22 of January 7, 2000, as amended, known as the "Puerto Rico Vehicle and Traffic Act," in order to eliminate the illegality of traveling in the left lane in the expressways of the Commonwealth of Puerto Rico solely and exclusively to pass other vehicles.
STATEMENT OF MOTIVES
Act No. 292 of September 15, 2004, amended Act No. 22 of January 7, 2000, as amended, known as the Puerto Rico Vehicle and Traffic Act. Said Act incorporated Section 6.29 to Act No. 22 with the main purpose of establishing that the left lane in the expressways of the Commonwealth of Puerto Rico should be used solely and exclusively to pass other vehicles.
The truth of the matter is that it is impossible to comply with the purpose mentioned in Section 6.29 of the Puerto Rico Vehicle and Traffic Act, since our highways are very congested due to the large number of vehicles traveling on the highways of this Island. The expressways are in bad condition and we must come to terms with the reality that Puerto Rico does not have the adequate highway infrastructure to be able to comply with the legislative intent proposed by Act No. 292 of September 15, 2004.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Section 6.29 of Act No. 22 of January 7, 2000, as amended, known as the "Puerto Rico Vehicle and Traffic Act," is hereby repealed.
Section 2.- Effectiveness This Act shall take effect immediately after its approval.

I hereby certify to the Secretary of State that the following Act No. 1 (H.B. 488) of the $1^{ ext {st }}$ Session of the $15^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to repeal Section 6.29 of Act No. 22 of January 7, 2000, as amended, known as the "Puerto Rico Vehicle and Traffic Act," in order to eliminate the illegality of traveling in the left lane in the expressways of the Commonwealth of Puerto Rico solely and exclusively to pass other vehicles, has been translated from Spanish to English and that the English version is correct.
