(Approved March 27, 2004)
To declare the third week of March as "Entrepreneurial Social Responsibility Week" in Puerto Rico, provide for activities related to said theme, and for other purposes.
Entrepreneurial social responsibility may be defined as the responsible attitude of businesses towards all consumers, purveyors, shareholders, directors, and employees, as well as government, community and environmental interest groups. Traditionally, this concept has been used to define the charitable activities or philanthropic projects of the enterprises in behalf of the external community. But that is not all. A socially responsible enterprise goes beyond the required norms, exceeding the expectations of its consumers.
There are many entrepreneurs who believe that being socially responsible is a matter that gives greater profitability to their businesses. However, nonprofit organizations, the government, micro-businesses and community enterprises should work with a vision of social responsibility from their beginnings. This implies having an ethical viewpoint that minimizes the negative external social and environmental aspects of businesses.
The Legislature of the Commonwealth of Puerto Rico has the duty to promote the involvement of businesses in such a way that they develop new administrative parameters that will guarantee global safety. In a global economy, the leading enterprises shall be those that go beyond keeping their own house in order and that actively promote parameters that allow the entrepreneurial community to work in behalf of sustainable development. With such purpose, it recognizes the need to declare the third week of the month of March as the "Entrepreneurial Social Responsibility Week" in Puerto Rico.
Section 1.- The third week of the month of March of each year, starting upon the approval of this Act, is hereby declared as the "Entrepreneurial Social Responsibility Week" in Puerto Rico.
Section 2.- The Governor of the Commonwealth of Puerto Rico, by means of a proclamation published through the news media, shall exhort the Puerto Rican private business sector, commerce and industry to carry out activities to promote awareness of the importance of practices that uphold Entrepreneurial Social Responsibility.
Section 3.- The Governor of the Commonwealth of Puerto Rico, in coordination with the Puerto Rico Chamber of Commerce, shall carry out activities annually pursuant to the purposes of this Act.
Section 4.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 88 (H.B. 4356) of the $7^{ ext {th }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to declare the third week of March as "Entrepreneurial Social Responsibility Week" in Puerto Rico, provide for activities related to said theme, and for other purposes, has been translated from Spanish to English and that the English version is correct.
In San Juan, Puerto Rico, today $3^{ ext {rd }}$ of August of 2005.
