Esta ley enmienda la Ley Núm. 34 de 13 de julio de 1978, conocida como la "Ley del Consejo Asesor de Asuntos de la Juventud", para aumentar el número de miembros del Consejo Asesor e incluir a los Jefes de Agencia del Instituto de Cultura, la Policía de Puerto Rico y el Departamento de Corrección y Rehabilitación. El objetivo es fortalecer la coordinación interinstitucional para atender las necesidades de la juventud en áreas como educación, empleo, deporte, salud, cultura y recreación.

To amend Section 2 of Act No. 34 of July 13, 1978, as amended, known as the "Youth Affairs Advisory Council Act", to increase the number of members of the Advisory Council and include the Heads of Agencies of the Institute of Culture, the Puerto Rico Police and the Department of Correction and Rehabilitation.
Act No. 34 of July 13, 1978, known as the "Youth Affairs Advisory Council Act," was created to establish a government structure to enable, the training, employment, recreation and spiritual enhancement of our youth by means of interagency coordination and cooperation, collaboration of citizens and the participation of our youth. This structure shall guarantee that the programs will respond to the needs of our youth effectively and efficiently. According to the Statement of Motives of our Organic Act, this "Advisory Council is a rational coordinating body, that will have the overall function of changing the mass of highly-complicated and incongruent programs, the fiscal resources and the existing administrative entities, into an integrated service group designed to fulfill the special hopes and needs of our youth".
As part of that Act, Section 2 contemplates that the members of said Advisory Council would be the Secretary of the Department of the Family, the Secretary of Education, the Secretary of Health, the Secretary of Labor and Human Resources, the Secretary of Sports and Recreation, and the Administrator of the Right to Work
Administration as ex officio members as well as five (5) additional members between the ages of sixteen (16) to thirty (30) years of age.
This legislation intends to modify the Organic Act, "Youth Affairs Advisory Council Act", according to what is set forth in the Puerto Rico Project for the 21st Century, which includes an Interdepartmental Commission of representatives of the Departments of Education, Health, Labor, Recreation, the Family and the Culture, Security and Corrections Agencies. Thus, we shall increase the members of the Youth Affairs Advisory Council to include the Head of Agencies of the Institute of Culture, the Puerto Rico Police and the Secretary of the Department of Corrections and Rehabilitation.
With this inclusion, we shall unify our efforts in order to prepare youths to assume an active role in our social life, that will allow them to expedite and have access to a good education, to achieve real employment opportunities, and help boost sports and health programs, directed particularly to youths. Finally, that develop new cultural and recreational possibilities directed to the welfare of our youth.
The Advisory Council shall submit work plans and programs to address the needs of the youth of our country.
Section 1.- Section 2 of Act No. 34 of July 13, 1978, known as the "Youth Affairs Advisory Council Act," is hereby amended to read as follows: "Section 2.- Creation and Composition of the Youth Affairs Advisory Council The Youth Affairs Advisory Council is hereby created, which shall be attached to the Office of the Governor.
This body shall be composed of the Secretary of the Department of the Family, the Secretary of Education, the Secretary of Health, the Secretary of Labor and Human Resources, the Secretary of Sports and Recreation, the Administrator of the
Right to Work Administration, the Secretary of the Department of Corrections and Rehabilitation, the Head of the Agencies of the Institute of Puerto Rican Culture, and the Puerto Rico Police, as ex officio members, and five (5) additional members between (16) and (30) years of age. Of the first appointments made by the Governor with the advice and consent of the Senate, two (2) shall be for a term of two (2) years and three (3) shall be for the term of four (4) years. Subsequent appointments shall be for terms of four (4) years.
Every member of the Council shall hold office for the term for which he/she was appointed and until his/her successor takes office. The Council members who are not public officials shall receive per diems of $50.00 for each meeting or activity of the Council to which they attend.
The Governor shall designate a Chairperson from the members of the Council. The Executive Secretary of the Council shall be the Executive Director of the Youth Office that is created by this Act."
Section 2.- This Act shall take effect immediately after its approval.

AN ACT to amend Section 2 of Act No. 34 of July 13, 1978, as amended, known as the "Youth Affairs Advisory Council Act", to increase the number of members of the Advisory Council and include the Heads of Agencies of the Institute of Culture, the Puerto Rico Police and the Department of Correction and Rehabilitation, has been translated from Spanish to English and that the English version is correct.
