(N. B. 3312) (No. 67) (Approved February 20, 2004)
To regulate that all local retail gasoline stations in Puerto Rico shall provide air pump services to fill motor vehicle tires to contribute to prevent accidents on the highways of Puerto Rico.
Today, no one can argue that motor vehicles are a necessity within a dynamic economy that operates practically 24 hours a day. Likewise, many highways have been developed which give access to any corner of the country, which has brought about as a corollary that gasoline stations have proliferated along any highway in Puerto Rico. Even so, we are concerned that each day there are less gasoline stations that offer air pump services to fill automobile tires. This can be inconvenient for drivers which could bring about misadventures if they are forced to change a tire in deserted areas that are inappropriate and or have poor visibility. Such unfortunate incidents could have been avoided if air pump services were available to drivers. Therefore, by means of this Act we propose that each retail gasoline station shall provide air pump services to fill the automobile tires of the hundreds of thousands of automobiles that travel on our highways at all hours of the day and night.
Section 1.- Every gasoline retail station in Puerto Rico shall have an air pump in operation available to fill motor vehicle tires as long as they remain open to the public.
Section 2.- The Department of Consumer Affairs shall approve through
regulations, all the rules and procedures needed for the adequate implementation of this Act.
Section 3.- This Act shall take effect four (4) months after its approval.
I hereby certify to the Secretary of State that the following Act No. 67 (H.B. 3312) of the $7^{ ext {th }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to regulate that all local retail gasoline stations in Puerto Rico shall provide air pump services to fill motor vehicle tires to contribute to prevent accidents on the highways of Puerto Rico, has been translated from Spanish to English and that the English version is correct.
In San Juan, Puerto Rico, today $24^{ ext {th }}$ of June of 2005.
