Esta ley enmienda la Ley Núm. 29 de 13 de enero de 2000 para designar al Departamento de Salud, el Departamento de Educación, el Recinto de Ciencias Médicas de la Universidad de Puerto Rico y la Corporación de Puerto Rico para la Difusión Pública como los principales organismos responsables de llevar a cabo actividades para la celebración del "Mes para la Prevención y el Manejo del Asma y sus Síntomas" en noviembre de cada año.

To amend Section 2, add a new Section 3 and renumber the present Section 3 as Section 4, of Act No. 29 of January 13, 2000, which declares the month of November of each year as the "Month for the Prevention and Management of Asthma and its Symptoms", with the purpose of designating the Department of Health, the Department of Education and the Medical Sciences Campus, attached to the University of Puerto Rico and the Puerto Rico Corporation for Public Broadcasting as the primary bodies responsible for conducting activities for holding the "Month for the Prevention and Management of Asthma and its Symptoms".
Approximately 400,000 Puerto Ricans suffer from asthma. This disease, independent of factors such as age, sex and social condition, among others, threatens the health and the life of those who suffer it.
In our awareness of the great preventive and educational contribution that different government entities can develop, such as the Department of Health, the Department of Education, the Medical Sciences Campus, attached to the University of Puerto Rico, and the Puerto Rican Corporation for Public Broadcasting, as well as the various educational and professional entities related to education, prevention and orientation on asthma and its symptoms, Act No. 29 of January 13, 2000 was approved in Puerto Rico, to declare the month of November of each year as the "Month for the Prevention and Management of Asthma and its Symptoms."
However, Act No. 29, supra, limited its dispositive text to merely making a declaration of intention, without specifying the government bodies that would be responsible for implementing acts directed to complying with the fundamental purpose of the Act.
To such effect, it is indispensable that at least a minimum of public, quasipublic and/or non-government bodies be the ones with the primary responsibility for conducting activities on the occasion of the celebration of the "Month for the Prevention and Management of Asthma and its Symptoms".
With the approval of the present legislation, Act No. 29, supra, in addition to making a statement of public policy on the prevention and management of asthma and its symptoms, shall include the designation of the Department of Health, the Department of Education, the Medical Sciences Campus, attached to the University of Puerto Rico, and the Puerto Rico Corporation for Public Broadcasting, as the primary organizations responsible for conducting activities on the occasion of the celebration of the "Month for the Prevention and Management of Asthma and its Symptoms".
Section 1.- Section 2 of Act No. 29 of January 13, 2000, is hereby amended to read as follows: "Section 2.- Through an annual proclamation to such effect, at least ten (10) days before November 1, of each year, the Governor of Puerto Rico shall exhort the educational and professional entities related to the prevention, treatment, education and prevention of asthma and its symptoms to carry out activities directed toward the education, prevention and treatment of this health condition."
Section 2.- A new Section 3 is hereby added to Act No. 29 of January 13, 2000, to read as follows: "Section 3.- The Department of Health, with the collaboration of the Department of Education, the Medical Sciences Campus, attached to the University of Puerto Rico, and the Puerto Rico Corporation for Public Broadcasting, as well as other bodies and public or quasi-public entities and the municipalities of Puerto Rico, shall adopt the measures necessary to achieve the objectives of this Act through the organization and conducting of activities to celebrate the "Month for the Prevention and Management of Asthma and its Symptoms".
It shall be the responsibility of the Department of Health to direct and coordinate, in an integrated manner, all government efforts directed to achieve the goals of this Act, and to the extent possible, those originating from private educational and professional entities devoted to the prevention, treatment, education and orientation of this health condition."
Section 3.- The present Section 3 is renumbered as Section 4 of Act No. 29 of January 13, 2000.
Section 4.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 48 (S.B. 2061) (Conference) of the $6^{ ext {th }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
