Esta ley enmienda la Ley Núm. 102 de 28 de junio de 1965 para eliminar la disposición que adscribía la Comisión de Derechos Civiles al Departamento de Justicia, manteniendo su adscripción a la Legislatura según lo establecido por la Ley Núm. 186 de 3 de septiembre de 1996. La enmienda busca clarificar la estructura administrativa de la Comisión.

To amend Section 7 of Act No. 102 of June 28, 1965, as amended, which creates the Civil Rights Commission for the purpose of eliminating the provision that attaches said Commission to the Department of Justice and thus keeping attached to the Legislature, as provided by Act No. 186 of September 3, 1996.
Act No. 102 of June 28, 1965, as amended, created the Civil Rights Commission, attaching it to the Department of Justice. Subsequently, Act No. 186 of September 3, 1996, attached said Commission to the Legislature, but did not eliminate the previous provision that attached it to the Department of Justice.
The present measure is hereby adopted in order to amend Act No. 102 of June 28, 1965, as amended, to eliminate the provision that attaches the Civil Rights Commission to the Department of Justice and thus keep it attached to the Legislature.
Section 1.- Section 7 of Act No. 102 of June 28, 1965, as amended, is hereby amended to read as follows: "Section 7.- In order to conduct its functions, the Commission shall establish and organize an office adequate to its needs, which is attached but not part of the Legislature, and may use its administrative services only if necessary in order to expedite its work. It shall also designate an Executive
Director who shall be responsible for organizing and directing the tasks assigned to the office, and with the prior approval of the Commission, shall appoint the office personnel, which shall not be subject to the provisions of the personnel laws of the Government of Puerto Rico and its regulations. Likewise, the Director may contract the services of experts and advisors. The Director shall administer the budget and be accountable for his actions before the Commission, through its Chairperson."
Section 2.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 474 (S.B. 2608) of the $7^{ ext {th }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to amend Section 7 of Act No. 102 of June 28, 1965, as amended, which creates the Civil Rights Commission for the purpose of eliminating the provision that attaches said Commission to the Department of Justice and thus keeping attached to the Legislature, as provided by Act No. 186 of September 3, 1996, has been translated from Spanish to English and that the English version is correct.
