Esta ley nombra la nueva escuela en el Barrio Espino de San Lorenzo como "Padre Jorge Rosario del Valle" en homenaje a su legado de trabajo social y servicio a la comunidad, especialmente a los jóvenes y las escuelas públicas del municipio.

To name the new school located at the Barrio Espino of San Lorenzo the "Padre Jorge Rosario del Valle," school in homage to the legacy of social work and unconditional service of this departed priest throughout various sectors of the Municipality of San Lorenzo.
Father Jorge Rosario del Valle was born on April 23, 1958 in Barrio Espino of San Lorenzo to Eladio Rosario and Adelina del Valle, who had sixteen children of whom Jorge was the seventh. For his Elementary School studies he attended the Manuel Cruz Elementary School in Barrio Espino and the Quebrada Honda Second Unit for his Junior High School studies.
For his first High School studies he attended a school in Aibonito while residing at the Salesian Seminary. He attended the Manuela del Toro School in Caguas for his senior High School year. He began studies in philosophy at the Saint Juan María Vianney Seminary in Miami, Florida.
In 1980 he obtained his Bachelor's degree in Philosophy. In 1984 he obtained his Master of Divinity degree from the Saint Vincent de Paul Regional Seminary in Boynton Beach, Florida.
On May 12, 1984 he was ordained Diocesan Priest at the Sagrado Corazón de Jesús Chapel in Barrio Espino of San Lorenzo. At barely the age of twenty-eight he was appointed parish priest of the Sacred Heart and
the Twelve Apostles Parish on April 1, 1986. During his seven years as parish priest he joined efforts with his parochial community to build the various buildings and their chapels in the different communities that comprise the Parish.
Besides his work as parish priest he also acted as Chaplain of the Air Force and Advisor to the Bishop of Caguas. Because of his ill health he was given prolonged leave and after he recovered his health he went on to reside at the Caguas Bishopric, where his main duty was as spiritual director of the Pope John XXIII Movement.
On September 4, 1995 he suffered an accident at the House of Retreat of the Movement and was taken to the Industrial Hospital where for a period of fifty days he received the best medical care possible thanks to the kind personnel of said hospital. On October 24, 1995 he was called by God to his eternal rest.
It was the community of Quebrada Arenas in San Lorenzo itself that asked that the new school soon to be inaugurated at the Barrio Espino of said municipality be given the name of the departed Father Rosario. That community is assertive in expressing its gratitude for the untiring social work Father Rosario was engaged in, not only concerning religious matters, but also matters related to the public schools of the community by motivating, encouraging and advising the young students. The people of that community who knew him also say that he was a human being with a true vocation for helping all who needed his help, regardless of who they might be.
Although our Body of Laws defends the separation of the Church and the State to the utmost, we are not acting in detriment of that constitutional clause when wishing to name a public school after a defunct priest who was
known for his impressive social work with the young people of the communities of San Lorenzo and for his concern for and continuous service to the public schools of that municipality.
Section 1.- To name the new school located at the Barrio Espino of San Lorenzo the "Padre Jorge Rosario del Valle," school in homage to the undeniable legacy of social work this departed priest left to the communities and sectors that comprise the Barrio Espino and the Barrio Quebrada of San Lorenzo.
Section 2.- The Public Structures and Highways Naming Commission of the Commonwealth of Puerto Rico, in coordination with the Department of Education shall take the necessary measures to comply with the provisions of this Act and shall provide for the celebration of an act proper to those purposes.
Section 3.- A copy of this Act shall be forwarded to the mass communications media for its divulgation.
Section 4.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 312 (S.B. 1740) of the $7^{ ext {th }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to name the new school located at the Barrio Espino of San Lorenzo the "Padre Jorge Rosario del Valle," school in homage to the legacy of social work and unconditional service of this departed priest throughout various sectors of the Municipality of San Lorenzo, has been translated from Spanish to English and that the English version is correct.
