Esta ley enmienda el Código Político de 1902 para permitir al Secretario de Hacienda transferir al Fondo General los fondos de cheques no reclamados en cuentas de Deudas Pendientes de Pago - Fondos del Estado Libre Asociado, después de dos años. También aclara el uso de fondos transferidos tras la aprobación de la Ley Núm. 264 de 5 de septiembre de 2003.

To amend the first paragraph of Article 87A of the Political Code of 1902, as amended.
Act No. 264 of September 5, 2003, amended the Political Code of 1902, for the purpose of allowing the Federal Government to promptly receive reimbursement for the portion corresponding to overdue unpaid checks issued by Agencies that receive federal funds. Furthermore, it allows the Secretary of the Treasury to transfer to the General Fund those amounts that have remained in Debts Pending Payment Accounts - Commonwealth Funds during the two (2) preceding years without having been claimed. The present amendment intends to clarify the time for transferring the unclaimed funds upon the approval of Act No. 264 of September 5, 2003.
Section 1.- The first paragraph of Article 87A of the Political Code of 1902, as amended, is hereby amended to read as follows: "Section 87A.- Powers of the Secretary of the Treasury The Secretary of the Treasury is empowered to transfer to the General Fund of the Commonwealth Treasury the amount of those checks deposited in Debts Pending Payment account - Commonwealth Funds, that have remained in said account during the preceding two (2) years without having been claimed. The funds transferred at the time of the approval of this Act
may be used as resources in the General Fund as of the closing of the fiscal year that ended on June 30, 2003. At the closing of the fiscal year, the Secretary of the Treasury shall notify, in writing to the last known address, the people or entities to whom the check was issued and the amount of which shall be transferred to the General Fund. ... Section 2.- Effectiveness This Act shall take effect immediately after its approval, but its provisions shall be retroactive to September 5, 2003.
