Esta ley establece que la Junta de Planificación de Puerto Rico debe coordinar con la Administración de Desarrollo Comercial de Puerto Rico las funciones de evaluación de consultas de ubicación y estudios de viabilidad para proyectos comerciales. Deroga la Resolución JP-94-255 de la Junta de Planificación que había eliminado la participación de la Administración de Desarrollo Comercial en este proceso.

To provide that the evaluation functions of commercial projects location consultation and the viability studies thereof, carried out by the Planning Board of the Commonwealth of Puerto Rico shall be conducted in coordination with the Commercial Development Administration of Puerto Rico.
Act No. 132 of July 19, 1960, sets forth as the general objectives of the Puerto Rico Commercial Development Administration (AFC, Spanish acronym,) formerly the Department of Commerce, the promotion of the development of commerce in general in Puerto Rico, and provides that for such purpose, said entity shall develop and offer information, counseling, promotion, and direct services programs to enterprises or individuals engaged in different commercial activities.
Among the faculties conferred upon the Secretary of Commercial Development Administration by law, are to carry out all those studies and investigations related to the problems and difficulties of commerce in Puerto Rico.
Until Resolution JP-252 was revoked by the Planning Board of the Commonwealth of Puerto Rico on January 14, 1993, said body compiled, in coordination with AFC, relevant data to be included in the economic viability studies for the evaluation of commercial programs.
On April 15, 1994, the Board issued Resolution JP-94-255, which states that in accordance with the new economic model of the past Administration, what said Administration considered restrictions in the development of commercial facilities, imposed by the Department of Commerce, presently the AFC, should be eliminated. In other words, said Resolution eliminated the participation of AFC in the evaluation process of location consultation for commercial projects
The purpose of this Act is to render Resolution JP-94-255 ineffective and empower the Commercial Development Administration to participate in coordination with the Planning Board in the establishment of the information which shall be included in the location consultations in the evaluation of commercial projects and economic viability studies thereof.
Section 1.- The evaluation functions of the location consultation of commercial projects and the viability studies thereof, shall be carried out by the Planning Board of the Commonwealth of Puerto Rico in coordination with the Commercial Development Administration of Puerto Rico. In said consultation process, the Planning Board of Puerto Rico and the Commercial Development Administration shall establish the communications channels they deem adequate and effective. The evaluation shall be conducted taking into consideration the part germane to commercial projects of the Puerto Rico Planning Board Adjudicative Regulations.
Section 2.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 313 (H.B. 3142) of the $6^{ ext {th }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
ANACT to provide that the evaluation functions of commercial projects location consultation and the viability studies thereof, carried out by the Planning Board of the Commonwealth of Puerto Rico shall be conducted in coordination with the Commercial Development Administration of Puerto Rico, has been translated from Spanish to English and that the English version is correct.
