Esta ley establece el segundo domingo de julio de cada año como el "Día de Reflexión sobre la Moral y la Familia" en Puerto Rico. La ley busca promover la reflexión sobre los valores, la moral, los principios éticos y la importancia de la familia en la sociedad puertorriqueña. Se instruye al Gobernador a emitir una proclama y a los Departamentos de la Familia y de Estado a organizar actividades para conmemorar este día.

To declare and establish that the second Sunday of the month of July of each year shall be the "Day of Reflection on Morals and the Family."
The dynamic, ever-changing and demanding Puerto Rico of our times presents different kinds of controversies related to values and principles that are a part of our idiosyncrasy as a people. At the same time, there are different visions which the Commonwealth, in its legislative and executive functions, should consider as acceptable and rightful behaviors within Puerto Rican society.
Values, morals, ethical principles and the family are concepts that have generated dispute and debate throughout history and whose contents are not impervious to change. On the importance of these ideas, of the social function they fulfill and the value of their referents, there is a consensus. However, there is no agreement or coincidence on the delimitation of its contents.
Values and morals reflect the idiosyncrasy of a people, its dreams and the kind of social organization it strives for. The family is considered a vital anchor for many persons, a point of reference for all others and the generating unit of the social environment. As a people, we have adopted and
values principles and norms of conviviality that set us apart and identify us, while asserting the importance of the family unit.
Our history and tradition have served as a source for the structuring of moral values. The celebration of a day to reflect on morals and the family should be a time to analyze our idiosyncrasy and propitiate a dialogue on that which we appreciate as a people and the principles we believe should guide our behavior.
Today this Legislature, in the discharge of its responsibility and the duty to recognize and appreciate those values and principles which set apart the Puerto Rican society, declares and establishes the second Sunday of the month of July of each year to be the "Day of Reflection on Morals and the Family."
Section 1.- To declare and establish that the second Sunday of the month of July of each year shall be the "Day of Reflection on Morals and the Family."
Section 2.- The Governor of Puerto Rico shall, through a proclamation, exhort the people of Puerto Rico to commemorate the second Sunday of the month of July of each year as the "Day of Reflection on Morals and the Family."
Section 3.- The Department of the Family and the Department of State of Puerto Rico shall adopt the measures needed to fulfill the purposes of this Act, through the organization and holding of official activities that recognize and stress our appreciation for the principles and values that set us apart as a people, particularly morals and the Family, as well as the contribution of citizens and of those institutions or entities, whether public or private, that have procured special services or aids in favor of said principles.
Section 4.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 302 (H.B. 3977) of the $6^{ ext {th }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to declare and establish that the second Sunday of the month of July of each year shall be the "Day of Reflection on Morals and the Family," has been translated from Spanish to English and that the English version is correct.
