Esta ley enmienda la Ley Núm. 131 de 28 de junio de 1969 para establecer un nuevo sistema de cancelación de sellos para la certificación de instalaciones eléctricas, basado en la naturaleza y magnitud de la instalación, en lugar de una tarifa fija. Se detallan las tarifas de sellos para diferentes tipos de instalaciones (subterráneas, subestaciones, alumbrado, medidores, generadores, comerciales) y se establece una exención o tarifa reducida para instalaciones residenciales y de entidades sin fines de lucro.

To amend Section 8 of Act No. 131 of June 28, 1969, as amended, in order to establish a new system to cancel stamps in the certification of electric installations, and for other purposes.
The College of Expert Electricians of Puerto Rico was created by Act No. 131 of June 28, 1969. Said Act, with its subsequent amendments, establishes that to file an electric installation certification, a five (5)-dollar stamp must be cancelled, regardless of the magnitude or nature of the project in question. That is, that exactly the same amount of money on account of stamps is being cancelled without taking into account the kind of electric installation or the capacity to be generated by said installation.
Forty-five (45) percent of the money generated by the cancellation of stamps is used for the College of Expert Electricians to carry out services to the community and the responsibilities dictated by its very Act. Forty-five (45) percent is destined to the retirement fund, the death benefits fund and the student scholarship program. The remaining ten (10) percent goes to the Department of the Treasury. At present, the cancellation of stamps is not generating enough funds to enable the College to discharge its responsibilities.
This legislative piece amends Section 8 of the referred Act in order to establish a new system of stamp cancellation that takes into account the nature of the electric installations in echelons.
Section 1.- Section 8 of Act No. 131 of June 28, 1969, as amended, is hereby amended to read as follows: "Section 8.- It shall be the duty of all Expert Electricians to cancel the stamps to be officially adopted by the College for any Electric Installation Certification to be filed at any of the offices of the Puerto Rico Electric Power Authority in the following manner:
(a) Underground installations: the amount of ten (10) dollars in stamps.
(b) Substations, switch units or industrial installations: the amount of twenty (20) dollars in stamps.
(c) Lamppost, wiring or air power line installations: the amount of fifteen (15) dollars in stamps.
(d) For each electric or other meter: the amount of five (5) dollars in stamps for the one hundred (100)-ampere meter; the amount of ten (10) dollars in stamps for the two hundred (200) ampere meter.
(e) Reinspections of installations or mounting for vacant meters: the amount of ten (10) dollars in stamps.
(f) Stationary or portable electric power generators: the amount of ten (10) dollars in stamps if it is a commercial facility.
(g) Commercial certification: the amount of fifteen (15) dollars in stamps.
An exemption is made from the application of the amounts stated above, for any electric installation made at a residence or for a nonprofit
entity. Provided, that all the electric installations described in subsections
(a) through
(g) shall entail an amount of five (5) dollars in stamps when the same are made for a residence or a nonprofit entity."
Section 2.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 301 (H.B. 3622) of the $6^{ ext {th }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
