Esta ley enmienda la Ley Orgánica de la Oficina de Gerencia y Presupuesto para permitir que los miembros del Comité de Sistemas de Información del Gobernador deleguen su participación en un representante. El objetivo es mejorar la eficiencia del comité, cuyos miembros son altos funcionarios con agendas apretadas, facilitando así la coordinación, el intercambio de información y la toma de decisiones entre agencias gubernamentales.

AN ACT |
To amend Subsection
(a) of Section 7 of Act No. 147 of June 18, 1980, as amended, known as the "Management and Budget Office Organic Act", in order to authorize the members of the Committee on Information Systems to delegate their participation on the Board, to a representative.
The Management and Budget Office is a government body that has always been in the forefront, efficiently handling the claims and trends in such sensitive, broad and dynamic matters as government management, the budget and auditing. It has efficiently adjusted to structural and programmatic changes in the management, administrative and technological fields. It has propitiated the reevaluation of several organizational and procedural aspects of our government agencies.
In order to fulfill its objectives, the Office transferred the Electronic Data Program functions of the General Services Administration, and created the Governor's Committee on Information Systems, charged with keeping the Office up to date on the new techniques, systems and methods that will expedite and speed-up the processes in which it intervenes, in order to improve the quality of the services it offers. This Committee was able to achieve the celerity required for the establishing of better coordination and thus prevent the duplication of efforts, facilitate communication and exchange of information between government agencies, expedite procedures
and decision-making, produce better reports and achieve better savings and uniformity in its information systems.
The Governor's Committee on Information Systems is composed of the Director of the Management and Budget Office, the Secretary of the Treasury, the Director of the Central Labor Advisory and Human Resources Administration Office, the Director of the Central Communications Office, and three heads of agencies, designated by the Governor.
However, it is generally known that these public officials hold positions, each of which require a great deal of attention and time. Therefore, the time they are required to devote to the Governor's Committee on Information Systems is limited, which makes it necessary to frequently suspend or postpone its meetings.
Therefore, the Government of the Commonwealth of Puerto Rico deems it is necessary and convenient to amend the Management and Budget Office Act, in order to authorize the public officials who are members of the Governor's Committee, to delegate their participation on the Committee to a representative.
Section 1. - Subsection
(a) of Act No. 147 of June 18, 1980, as amended, is hereby amended to read as follows: "Section 7. - Governor's Committee on Information Systems
(a) The Governor's Committee on Information Systems, attached to the Office, is hereby established, which shall be composed of the Director of Management and the Budget, the Secretary of the Treasury, the Director of the Central Labor Advisory Board, and Human Resources Administration, the Central Communications Office, or their designated representatives, who must have the capability, knowledge and decision-making power to
effectively represent the executive official they replace. The designees shall answer directly to the Head of the Agency, who shall, in turn, be responsible for the determinations of the Committee. Three (3) heads of agencies, appointed by the Governor, and shall hold office for one (1) year, shall also be included on the Committee. The Governor shall select the person who shall preside the Committee, from among the members of the Committee."
Section 2. - This Act shall take effect immediately after its approval.
