(Approved May 15, 2003)
To decree the "Day Against Drug Abuse and Illicit Trafficking," to establish the date and to designate the Drug Control Office of Puerto Rico as the agency in charge of its implementation, promotion and celebration.
It is the public policy of the government of the Commonwealth of Puerto Rico to improve the quality of life of the people and to deal with the problem of the use and abuse of controlled substances as an issue, not only of public safety, but also of public health concerning education, prevention, rehabilitation, and social reintegration.
Through Act No. 3 of March 13, 2001, the Drug Control Office of Puerto Rico was created to achieve a significant reduction in the offer and supply of drugs and other addictive substances in Puerto Rico through mechanisms that emphasize education, prevention and rehabilitation. Regardless of the above, we do not have in our legal system a day to promote the eradication of drug abuse and illicit trafficking.
The United Nations Organization, the most important international organization, celebrates June 26 of each year as the "International Day Against Drug Abuse and Illicit Trafficking." Accordingly, the purpose of the present Act is to establish June 26 of each year as the "Day Against Drug
Abuse and Illicit Trafficking" in the Commonwealth of Puerto Rico. The Drug Control Office of Puerto Rico is additionally designated, as the entity in charge of promoting the meaning of such day through the celebration of special activities, furthering the eradication of drug abuse and illicit trafficking in our country.
Section 1.- June 26 of each year is declared to be the "Day Against Drug Abuse and Illicit Trafficking" in the Commonwealth of Puerto Rico.
Section 2.- The Governor, through proclamation, shall annually exhort the people of Puerto Rico to promote the eradication of drug abuse and illicit trafficking in our country on that date.
Section 3.- The Drug Control Office of Puerto Rico is ordered to disseminate the meaning of such day through the celebration of special activities to promote the eradication of drug abuse and illicit trafficking.
Section 4.- It shall be the responsibility of the Secretary of State of the Commonwealth of Puerto Rico to send a copy of this Act to the Secretary General of the United Nations Organization.
Section 5.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 127 (H.B. 1443) of the $5^{ ext {th }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to decree the "Day Against Drug Abuse Illicit Trafficking," to establish the date and to designate the Drug Control Office of Puerto Rico as the agency in charge of its implementation, promotion and celebration, has been translated from Spanish to English and that the English version is correct.
In San Juan, Puerto Rico, today $30^{ ext {th }}$ of April of 2004.
