Esta ley designa el 3 de diciembre de cada año como el "Día Internacional de las Personas con Discapacidad" en Puerto Rico y encarga a la Oficina del Procurador de las Personas con Discapacidad la promoción de su observancia.

To designate a day as the "International Day of Persons with Disabilities," to establish the date and to designate the Office of the Advocate for Persons with Disabilities as the government entity in charge of promoting its observance.
The United Nations Organization celebrates on December $3^{ ext {rd }}$ of each year the "International Day of the Disabled."
At present, in our body of laws there is no day on which to recognize the great value and sense of self-improvement of the persons with disabilities in our country. Act No. 2 of September 27, 1985, created the Office of the Advocate for Persons with Disabilities in order for it to serve as the instrument of coordination to address and satisfy the needs and problems of persons with disabilities and to establish the norms and guarantees necessary to promote a greater sense of belonging within our community.
For such reason, the purpose of the present Act is to establish that December $3^{ ext {rd }}$ of each year shall be known as the "International Day of Persons with Disabilities" in the Commonwealth of Puerto Rico. In addition, this Act has the purpose of directing the Office of the Advocate for Persons with Disabilities to diffuse the message behind the establishment of
this day by holding special activities to recognize the spirit of selfimprovement of the persons with disabilities in our country.
Section 1.- The $3^{ ext {rd }}$ day of December of each year is hereby declared to be the "International Day of Persons with Disabilities" in the Commonwealth of Puerto Rico.
Section 2.- The Governor, through a proclamation, shall urge all the People of Puerto Rico each year to pay homage to the persons with disabilities of our country on that date.
Section 3.- The Office of the Advocate for Persons with Disabilities is hereby directed to diffuse the meaning of this day by holding special activities that promote the great value and sense of self-improvement of the persons with disabilities of our country.
Section 4.- The Secretary of State of the Commonwealth of Puerto Rico shall be responsible for remitting a copy of this Act to the Secretary General of the United Nations Organization.
Section 5.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 87 (H.B. 1464 ) of the $\underline{3}^{ ext {rd }}$. Session of the $\underline{14}^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to designate a day as the "International Day of Persons with Disabilities," to establish the date and to designate the Office of the Advocate for Persons with Disabilities as the government entity in charge of promoting its observance, has been translated from Spanish to English and that the English version is correct.
