Esta ley enmienda la Ley Núm. 47 de 6 de agosto de 1991, conocida como la "Ley de la Corporación de Empresas de Empleo y Adiestramiento", para autorizar a los funcionarios públicos miembros de la Junta Asesora de dicha corporación a delegar su participación en un representante. El propósito es facilitar la operación de la Junta y promover proyectos y programas para ampliar las oportunidades de empleo para ex-convictos.

To amend the third paragraph of Section 6 of Act No. 47 of August 6, 1991, as amended, known as the "Employment and Training Enterprises Corporation Act," in order to authorize public officials, who are members of the Employment and Training Enterprises Corporation Advisory Board to delegate their participation in the Board to a representative.
The Commonwealth of Puerto Rico has always recognized that employment and training programs constitute one of the most valuable treatment instruments in the moral and social rehabilitation process of inmates. The Employment and Training Enterprises Corporation was established with the intention of increasing job opportunities and reeducating the members of the correctional, and juvenile justice system, as well as any transgressing minor or ex-convict who is in the free community, or under any of the suspended sentence, parole, probation, rehabilitation treatment, re-education or an inmate diversion program.
The Employment and Training Enterprises Corporation Advisory Board was established to guarantee the coordination and integration of interagency and private services related to extend job opportunities for ex-convicts. This Board is composed by the Secretary of the Department of Corrections and Rehabilitation, who shall preside, the Administrator of the Corrections Administration, the Administrator of the Juvenile Institutions
Administration, the Secretary of the Department of Justice, the Administrator of the Mental Health and Addiction Services Administration, the Secretary of the Department of Education, the Administrator of the Right to Work Administration, the Deputy Administrator of the Administration for the Promotion of Puerto Rican Industries of the Economic Development Administration, the Administrator of the Future Workers and Entrepreneurs Training Administration, the Chairperson of the Occupational Development and Human Resources Council, and two (2) citizens appointed by the Governor.
Nevertheless, it is well known, that these public officials hold positions that require much attention and time. Therefore, they are limited to devote the required time to the Board, that causes occasionally, that the meetings of the board have to be suspended or delayed.
Therefore, the Government of the Commonwealth of Puerto Rico deems it necessary and convenient to amend the Employment and Training Enterprises Corporation Act, to authorize the public officers, who are members of the Advisory Board, to delegate their participation on the Board to a representative designated by the official. Thus, those projects and programs addressed to broadening job opportunities to ex-convicts, may be promoted better.
Section 1.- The third paragraph of Section 6 of Act No. 47 of August 6, 1991, is hereby amended, to read as follows: "Section 6.- Advisory Board, Creation, Duties It is hereby created ... The Board shall be constituted by the Secretary of the Department of Corrections and Rehabilitation, who shall preside, the Administrator of the
Corrections Administration, the Administrator of the Juvenile Institutions Administration, the Secretary of the Department of Justice, the Administrator of the Mental Health and Addiction Services Administration, the Secretary of the Department of Education, the Administrator of the Right to Work Administration, the Deputy Administrator of the Administration for the Promotion of Puerto Rican Industries of the Economic Development Administration, the Administrator of the Future Workers and Employees Training Administration, the Chairperson of the Occupational Development and Human Resources Council, or their authorized representatives, who shall have the potential, knowledge and decision-making power to effectively represent the executive official they replace. Those persons thus designated, shall answer directly to the head of the Agency, who shall be responsible for the determinations made by the Board. In addition, two (2) citizens appointed by the Governor, shall become part of the Board.
The citizens..." Section 2.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 302 (S.B. 1891) of the $4^{ ext {th }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to amend the third paragraph of Section 6 of Act No. 47 of August 6, 1991, as amended, known as the "Employment and Training Enterprises Corporation Act," in order to authorize public officials, who are members of the Employment and Training Enterprises Corporation Advisory Board to delegate their participation in the Board to a representative, has been translated from Spanish to English and that the English version is correct.
