Esta ley declara el 10 de diciembre de cada año como el "Día Internacional de los Derechos Humanos" en Puerto Rico, en concordancia con la Organización de las Naciones Unidas. Designa a la Comisión de Derechos Civiles como la entidad encargada de su implementación, promoción y celebración, y exhorta al Gobernador a emitir una proclama anual.

To declare the $10^{ ext {th }}$ day of December of every year as the "International Human Rights Day" pursuant to the provisions of the United Nations Organization, and to designate the Civil Rights Commission as the entity entrusted with its implementation, promotion and celebration.
The United Nations Organization, the most important international organization, celebrates the "International Human Rights Day" on December 10 of each year.
At present, there is no day in our code of laws, designated to promote the value, meaning and defense of human and civil rights in our society. The Legislature and the public policy of the government of the Commonwealth of Puerto Rico should be committed to expedite those legislative measures addressed to watch over the human and civil rights of all people of our Island.
The purpose of this Act is to establish that December 10 of each year shall be the "International Human Rights Day" throughout the Commonwealth of Puerto Rico. It is further directed that the Civil Right Commission shall be the government entity responsible to publish the meaning of that day holding special activities that promote the value and significance of human rights in the life of all Puerto Ricans.
Section 1.- The tenth day of December of each year is hereby declared as the "International Human Rights Day" in the Commonwealth of Puerto Rico, pursuant to the provisions of the United Nations Organization.
Section 2.- The Governor, by means of a proclamation, shall annually exhort the people of Puerto Rico to promote human and civil rights on that date.
Section 3.- The Civil Rights Commission is hereby directed to make the significance of said day known through the celebration of special activities that promote human rights on our Island. The Civil Rights Commission, the Department of State and the Department of Justice, whose functions are related to the protection or promotion of human rights, shall publish the significance of this day by holding activities that promote human rights in accordance with their respective functions.
Section 4.- It shall be the responsibility of the Secretary of State of the Commonwealth of Puerto Rico to remit a copy of this Act to the Secretary General of the United Nations Organization.
Section 5.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 288 (H.B. 1466) of the $4^{ ext {th }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to declare the $10^{ ext {th }}$ day of December of every year as the "International Human Rights Day" pursuant to the provisions of the United Nations Organization, and to designate the Civil Rights Commission as the entity entrusted with its implementation, promotion and celebration, has been translated from Spanish to English and that the English version is correct.
