(Approved on October 25, 2002)
To amend Act No. 141 of July 20, 1979, to provide that Teachers' Week be declared "Education Week," containing the "Teachers' Day," the "Students' Day", and the "School Principals' Day".
Act 141 of July 20, 1979 declared the week starting on the first Monday of May of each year as "Teachers' Week." It was further established that on Friday of said week, "Teachers' Day" shall be celebrated.
It should be noticed, however, that the teacher, as an education professional, becomes fulfilled in a formal educational process that takes place in schools and universities. This process is aimed at students and other professionals such as counselors, social workers and the supervisory and the administrative team that not necessarily intervene in classroom work.
It is therefore fitting to celebrate Education Week, acknowledging its implications for the people in terms of spiritual freedom and selfimprovement possibilities, and recognizing the various sectors that play a role in it. As part of Education Week one must, above all and particularly on specific days, recognize the performance of teachers and professors, who teach, whether at a school or college level, and contribute to the formation of citizens and to the creation of a society. One must recognize, as well, the students' efforts, at all educational levels, "new shoots as José Martí would say, which shall renew and enrich the forest."
Thus, we concentrate closely linked acknowledgements into a single week, which to a certain extent has been the practice.
Section 1.- To amend Section 1 of Act No. 141 of July 20, 1979, to read as follows: "The first week starting on the first Monday of the month of May of each year is hereby declared as "Education Week" in the Commonwealth of Puerto Rico. During said week, in the country's teaching centers, preferential attention and homage shall be given to the celebration and acknowledgement of the different sectors that intervene in the education process."
Section 2.- To amend Section 3 of Act No. 141 of July 20, 1979, to read as follows: "The Wednesday of "Education Week" shall be dedicated to acknowledgeing, in particular, the leadership and responsible efforts performed by School Principals and shall be known as "School Principals' Day."
The Thursday of "Education Week" shall be dedicated to acknowledging, in particular, the effort of students at all levels, and shall be known as "Students' Day." Friday of "Education Week" shall be dedicated to acknowledging, in particular, the work and dedication of teachers and professors at all levels, and shall be known as "Teachers' Day".
Section 3.- This Act shall take effect immediately after its approval.
