Esta ley enmienda la Ley Núm. 83 de 2 de julio de 1987, conocida como la "Ley del Deporte y la Industria Hípica de Puerto Rico". El propósito principal es aumentar el número de miembros de la Junta Hípica de tres a cinco para agilizar la toma de decisiones y el ejercicio de sus funciones. También aumenta el número de miembros necesarios para el quórum en las reuniones de la Junta de dos a tres.

AN ACT |
To amend Sections 4 and 7 of Act No. 83 of July 2, 1987, as amended, in order to increase the number of members of the Horse Racing Board to grant this body the agility needed to fully exercise its functions by integrating other members to collaborate in the decision making process and the exercise of its powers granted by law, and to increase the number of members needed for quorum in its meetings.
Act No. 83 of July 2, 1987, as amended, created what is known as the "Puerto Rico Horse Racing Sports and Industry Act". Within the provisions of said Act, the Horse Racing Board was created, establishing, among other things, its constitution. Said members of the Horse Racing Board have an enormous responsibility since they tend to all that concerns the horse racing sport, as provided in Section 6 of the Act. Therefore, taking into account that the members of the Board are not persons who can devote themselves fulltime to these duties, it is more than necessary and justified to increase the number of the members thereof to five to ascertain that the purposes of the Act are complied with in the most prompt and effective manner. To such ends, the number of members that must be present for quorum in the meetings shall also be increased, so that it will never be justified to say that the actions of the Board are taken by a minority of its members.
Section 1.- Section 4 of Act No. 83 of July 2, 1987, as amended, is hereby amended to read as follows: "Section 4.-
(a) The Horse Racing Board shall be composed of five (5) members appointed by the Governor with the advice and consent of the Senate for a four (4) year term. Provided, that the first members of the Board to be appointed shall hold office for terms of two (2), three (3) and four (4) years, respectively.

Section 2.- Section 7 of Act No. 83 of July 2, 1987, as amended, is hereby amended to read as follows: "Section 7.- In order for the Horse Racing Board to reach agreements and exercise its powers of law, three (3) of its members must be present. When the Chairperson cannot attend a session and an Acting President has not been designated, the member of greater seniority shall preside, or that member designated by agreement of the members present in the session."
Section 3.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 20 (S.B. 268) of the $2^{ ext {nd }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to amend Sections 4 and 7 of Act No. 83 of July 2, 1987, as amended, in order to increase the number of members of the Horse Racing Board to grant this body the agility needed to fully exercise its functions by integrating other members to collaborate in the decision making process and the exercise of its powers granted by law, and to increase the number of members needed for quorum in its meetings, has been translated from Spanish to English and that the English version is correct.
