Esta ley enmienda la Ley Núm. 50 de 4 de agosto de 1994 para añadir una sección que faculta al Director, junto con el Consejo Escolar de las escuelas comunitarias del sistema de educación pública con programas especializados en artes visuales, a organizar cooperativas juveniles escolares de estudiantes de artes visuales. El propósito es ayudar a los estudiantes a sufragar los costos de producción y exhibición de sus obras de arte.

To amend Act No. 50 of August 4, 1994, in order to add a Section 33.5A to empower the Director, together with the School Council of the community schools of the public education system having specialized visual arts programs, to organize school youth cooperatives of visual arts students.
Act No. 50 of August 4, 1994, known as the "General Cooperatives Association Act of Puerto Rico", specifically its Sections 33.5 to 33.8m establishes all that pertains to school youth cooperatives.
Section 33.5 sets forth that the Department of Education shall promote the organization of youth cooperatives in the schools of Puerto Rico as part of its duty to disseminate cooperative education at all levels.
Section 33.6 empowers the Secretary of Education to establish courses in cooperativism at the public schools for students of said schools.
Likewise, pursuant to the mandate of Section 33.7, the Secretary of Education should have established immediately after the approval of abovementioned Act No. 50 of 1994, and in accordance to its precepts, the Cooperative Education Division of the Department of Education, in order to disseminate cooperative education among the students of public schools, thus teaching the theories to students and enabling the practice thereof.
It was also provided by Section 33.8 of said Act No. 5 of 1994 that in the execution of the duties assigned by this Act, the Cooperative Education
Division of the Department of Education should promote the organization of school youth cooperatives among the students of the schools of the Island. It was further established that the Cooperative Promotion Administration would offer all the cooperation needed to attain this objective and, in coordination with the Department of Education, would prepare the pertinent regulations.
The students of the schools of the public education system with specialized programs in visual arts have, among other needs, a continuous urgency for special materials for the required art works and the creation of their own works of art.
It is deemed proper to organize visual arts student's school youth cooperatives to defray, among other purposes, the costs of production and exhibition of their creations and works of art. This Act is approved to such ends.
Section 1.- Act No. 50 of August 4, 1994, is hereby amended to add a Section 33.5A, to read as follows: "Section 33.5A.- The Director, together with the School Council of the community schools of the public education system with specialized visual arts programs, are hereby empowered to organize visual arts students school youth cooperatives to satisfy their needs and services, pursuant to Act No. 50 of August 4, 1994 and Act No. 149 of July 15, 1999".
Section 2.- The norms and guidelines for the teaching and organization of school youth cooperatives shall be those established by the Secretary of Education of Puerto Rico in Circular Letter 11-96-97 of November 18, 1996.
Section 3.- The establishment of these visual arts students cooperatives shall include training and orientation, as established in the Regulations for
the Promotion, Organization and Supervision of the Operations of Youth Cooperatives, promulgated by the Cooperative Promotions Administration and the Cooperative League of Puerto Rico, in coordination with the Department of Education.
Section 4.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 19 (H.B. 1628) of the $2^{ ext {nd }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to amend Act No. 50 of August 4, 1994, in order to add a Section 33.5A to empower the Director, together with the School Council of the community schools of the public education system having specialized visual arts programs, to organize school youth cooperatives of visual arts students, has been translated from Spanish to English and that the English version is correct.
