Esta ley enmienda la Ley Núm. 110 de 27 de junio de 2000 para modificar la fecha límite para que las agencias gubernamentales realicen transacciones electrónicas y para derogar la sección que establecía que las agencias estarían sujetas a un auto de mandamus por incumplimiento.

AN ACT
To amend Section 2 subsection
(a) and Section 3 of Act No. 110 of June 27, 2000, in order to modify the date to make electronic government transactions and to repeal Section 5, which establishes that the agencies shall be subject to a writ of mandamus for failing to comply with the terms and provisions of the Act.
STATEMENT OF MOTIVES
The use of technology is a fundamental tool to achieve goals such as social justice, economic development, efficiency in government procedures and transparency and neatness in the management of public funds. Therefore, the Government of the Commonwealth of Puerto Rico is immersed in the process of establishing a public policy that stimulates the use of electronic means to carry out transactions with the Government.
Therefore, this Government is developing a strategic plan of conversion to technological means in an organized, integral and oriented manner to benefit the citizenry. Currently, work is being done on an inventory of all transactions carried out by our citizens at government entities and the citizen's priorities are being classified. The objective of this plan is to establish the public policy of the Government before the citizenry, expediting the flow of information and transparency.
Within this plan, business-hours are defined so that government agencies may provide their services through technological means. The
purpose of this Act is that the Government may begin to perform transactions electronically, until the objective of providing its services in an integral manner is achieved. The Government of the Commonwealth of Puerto Rico has taken the steps needed to comply with this Act, but lack of coordination in the past has made it impossible for us to be ready for the deadline. To these ends, this bill intends to extend for one (1) year the terms fixed in Act 110 of June 27, 2000. In addition, Section 5 which states that those agencies that fail to comply with the terms and conditions of said Act shall be subject to a writ of mandamus, is hereby repealed.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Section 2 of Act No. 110 of June 27, 2000, is hereby amended to read as follows: "Section 2.- It is hereby provided that, as of the dates established hereinafter, the following government transactions may be processed electronically:
(a) As of October 15, 2002:"
Section 2.- Section 3 of Act No. 110 of June 27, 2000, is hereby amended to read as follows: "Section 3.- As of October 15, 2002, all documents related to bids and requests for proposals, as well as all adjudications by public bidding boards of all government agencies, bodies and instrumentalities shall be published on the Internet, keeping the electronic file of each bid on line for not less than ninety (90) days after its award."
Section 3.- Section 5 of Act No. 110 of June 27, 2000, is hereby repealed.
Section 4.- This Act shall take effect immediately after its approval.

AN ACT to amend Section 2 subsection
(a) and Section 3 of Act No. 110 of June 27, 2000, in order to modify the date to make electronic government transactions and to repeal Section 5, which establishes that the agencies shall be subject to a writ of mandamus for failing to comply with the terms and provisions of the Act, has been translated from Spanish to English and that the English version is correct.
