Ley 137 del 2001
Resumen
Esta ley enmienda la Ley Núm. 45 de 27 de enero de 2000, modificando las disposiciones sobre la aplicabilidad de las contribuciones al Sistema de Retiro para Maestros. Establece que todos los miembros del Sistema contribuirán con el nueve (9) por ciento de su salario promedio total, y que esta contribución individual se realizará durante el tiempo restante para que el empleado cumpla 30 años de servicio y alcance los 55 años de edad. La ley tiene efectividad retroactiva al 1 de enero de 2001.

AN ACT
To amend Section 2 of Act No. 45 of January 27, 2000, in order to modify the provisions referring to its applicability, to provide that all members of the Teachers Retirement System shall contribute to the Fund with nine (9) percent of the total of their average salary, which individual contribution shall be made during the period of time remaining for the employee before having served 30 years and reaching the age of 55 .
STATEMENT OF MOTIVES
Act No. 45 of January 27, 2000, amended Act No. 218 of May 6, 1951, as amended, better known as "Teachers' Retirement Act." The amendment was made in order to offer additional benefits to teachers who are members of said Retirement System.
The Teachers' Retirement Board has stated its concern over the provisions concerned with the applicability and effectiveness of said Act. At present, situations have arisen in which teachers who are System members and who have already completed their thirty years of creditable service and reached the age of fifty-five, have been forced to continue making contributions at a rate of nine (9) percent until they have complied with a minimum period of five years, as stipulated in said Act.
The Legislature believes that teachers have a rightful claim and that repair should be made concerning any provision in the Act which may give way to unjust practices not contemplated in the legislative intent.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.-Section 2 of Act No. 45 of January 27, 2000, is hereby amended to read as follows: "Section 2.—Applicability.— Every member of the System shall contribute to the Fund nine (9) percent of the total of the average salary. This individual contribution shall be made during the period of time remaining for the beneficiary before he or she has completed thirty (30) years in the service and has reached the age of fifty-five (55). $... "$ Section 2.—Effectiveness. - The approval of this Act and its provisions shall be retroactive to January $1^{ ext {st }}, 2001$.

I hereby certify to the Secretary of State that the following Act No. 137 (H.B. 1315) of the $1^{ ext {st }}$ Session of the $14^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to amend Section 2 of Act No. 45 of January 27, 2000, in order to modify the provisions referring to its applicability, to provide that all members of the Teachers Retirement System shall contribute to the Fund with nine (9) percent of the total of their average salary, which individual contribution shall be made during the period of time remaining for the employee before having served 30 years and reaching the age of 55 , has been translated from Spanish to English and that the English version is correct.
