Ley 131 del 2001

Resumen

Esta ley declara el tercer miércoles de octubre de cada año como el día del movimiento cooperativo juvenil en Puerto Rico. Busca fomentar el cooperativismo en el sistema educativo como herramienta de desarrollo y trabajo en equipo para los niños y adolescentes. La ley insta al Gobernador a emitir una proclama y a las agencias gubernamentales, especialmente el Departamento de Educación, a apoyar las actividades relacionadas.

AN ACT

To declare the third Wednesday of the month of October of each year the day of the Youth Cooperative Movement.

STATEMENT OF MOTIVES

Our children and teenagers claim for legislative actions that turn their cooperative aspirations into reality within their classrooms or schools. The cooperative movement is much more than a modality of offering and obtaining services in benefit of one group; it is a necessity. Our society uses the cooperative movement to foster its goals and to generate jobs. The educational system is the ideal scenario to lay the groundwork for the development of the cooperative movement within our children. Children should be given the opportunity to know the conceptual beauty that lies within cooperativism, so that they may regard the cooperative movement as a tool for development to work together as a team and to achieve a common benefit.

Promoting measures that foster the resurgence of the cooperative movement in schools shall facilitate the growth of our children. The supreme ideal of the cooperative movement springs forth from our very human nature, whereby we are able to materialize our aspirations as a democratic people.

This modality of team work serves as a guide for our children to be able to achieve specific goals. Furthermore, it fosters the development of all our children's capabilities and their ability to work as a team.

It is our responsibility to sow the seed of the cooperative movement in our children, so that they may learn to overcome the obstacles that hinder us all, so that they may learn to turn childhood dreams into a reality and so that they may feel the pride in savoring the benefits that are the fruit of their labor in cooperation.

Our children deserve their ideas to be valued, for from these shall their dreams be born.

The Legislature should foster the cooperative movement spirit in our youth.

BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:

Section 1.- To declare the third Wednesday of the month of October of each year the day of the youth cooperative movement.

Section 2.- The Governor, through a proclamation, shall extol during the month of the cooperative movement, the valuable contribution to progress, development and improvement of our society made by the members of the youth cooperative movement.

Section 3.- The agencies of the Government of Puerto Rico, especially the Department of Education, shall lend their cooperation and support in the promotion and holding of the activities conducted by virtue of this Act.

Section 4.- This Act shall take effect immediately after its approval.

AN ACT to declare the third Wednesday of the month of October of each year the day of the Youth Cooperative Movement, has been translated from Spanish to English and that the English version is correct.
