Esta ley declara el 13 de agosto de cada año como el Día de Conmemoración de las Personas Zurdas en Puerto Rico. Busca reconocer la igualdad de las personas zurdas, crear conciencia sobre sus necesidades y promover la adaptación de innovaciones e instalaciones para facilitar su vida en el trabajo y la comunidad. Impulsa a las agencias gubernamentales a estudiar el trato y las necesidades de los ciudadanos zurdos.

To declare the $13^{ ext {th }}$ day of August of every year as the Left-Handed Persons Commemoration Day in Puerto Rico.
Advancements in all fields of knowledge have brought to our scientific and social domains an awareness that has dispelled many taboos, myths, and legends, among which lies the derogatory manner in which various cultures and societies have classified left-handed persons. In many cases, it was believed to be a defect in learning abilities the factor which determined the use of the left hand in a person. In light of this conception, the innovations, inventions, facilities and features in machines and instruments were designed for right-handed persons.
Nowadays, as with other traits of human beings, it has been discovered that around ten (10) percent of the population of each country are persons who use their left hand as the main tool to perform their manual operations. In addition, different campaigns have been developed to propitiate any facilities that will enhance the comfort that left-handed persons deserve in their lives.
This Act serves the purpose of acknowledging the scientific validity of the fact that left-handed are in all human traits and aspects equal to any human being who employs his/her right hand as main manual operating tool.
It also helps to create the awareness and to foster and promote the recognition of left-handed persons, as well as to provide them with easier and adequate access to our innovations and facilities, both at the workplace and in the community.
Section 1.- To declare the $13^{ ext {th }}$ day of August of every year to be the Left-Handed Persons Commemoration Day in Puerto Rico.
Section 2.- The Governor, through proclamation issued at least one week before the $13^{ ext {th }}$ day of August of every year, shall give notice to the people of the commemoration of said day. Likewise, the Governor shall prompt the people to develop activities, tributes, and recognitions appropriate to said date.
Section 3.- All Government agencies are prompted to conduct studies on the treatment given to left-handed citizens and whether the particular needs of this sector of the citizenry are properly addressed; and the general public is urged to cooperate to the fullest extent with the activities to be held on that day to meet the purposes of this Act.
Section 4.- This Act shall take effect immediately after its approval.
I hereby certify to the Secretary of State that the following Act No. 246 (S.B. 1873) of the $7^{ ext {th }}$ Session of the $13^{ ext {th }}$ Legislature of Puerto Rico:
AN ACT to declare the $13^{ ext {th }}$ day of August of every year as the Left-Handed Persons Commemoration Day in Puerto Rico, has been translated from Spanish to English and that the English version is correct.
