Ley 67 del 1988
Resumen
Esta ley declara la semana que termina el cuarto domingo de junio de cada año como la 'Semana de las Organizaciones Juveniles de Puerto Rico'. Establece que el Gobernador emitirá una proclama anual y la Oficina de Asuntos de la Juventud organizará actividades para reconocer y honrar a las organizaciones juveniles, promoviendo así el desarrollo y la participación de la juventud.

EXPOSICION DE MOTIVOS
Desde hace varias décadas se ha dejado sentir en nuestro pueblo el efecto de una explosión demográfica ocurrida a escala mundial. Como resultado de dicho fenómeno social ha surgido con magnitud una juventud con perfil y personalidad propias que lucha por encontrar cauces adecuados para su desarrollo integral y para la plena participación en el quehacer colectivo.
Tomando conciencia de la realidad antes mencionada, nuestro Gobierno ha adoptado diversas medidas para viabilizar el adiestramiento, el empleo, la recreación y el esparcimiento espiritual de nuestra población joven. Se ha aprobado legislación que en diversas formas ha propiciado el logro de las metas antes indicadas. Merece destacarse la Ley Núm. 34 del 13 de julio de 1978, que crea el Consejo Asesor Sobre Asuntos de la Juventud y la Oficina de Asuntos de la Juventud, en la Oficina del Gobernador. Bajo los auspicios de los organismos creados por dicha ley se ha constituido el Concilio de Organizaciones Juveniles de Puerto Rico, como cuerpo asesor adscrito a la Oficina de Asuntos de la Juventud, compuesto por jóvenes entre las edades de 16 a 24 años pertenecientes a organizaciones juveniles de Puerto Rico. Entre las organizaciones miembros del concilio se encuentran la Sociedad Nacional de Honor, el Congreso Puertorriqueño de Naciones Unidas, Niños Escuchas, ASPIRA, Junior Achievement, Asociación Juvenil de Economía Doméstica, Clubes 4-H, Clubes Vocacionales Industriales de América, Cámara Junior, Futuros Agricultores de América, Y.M.C.A., Niñas Escuchas, AIESEC, Cuerpo de Investigaciones Científicas Auxiliares, Futuros Líderes de Comercio y la Asociación de Miembros Pasivos de la Sociedad Nacional de Honor. Los objetivos primordiales del concilio son promover el establecimiento y la expansión de organizaciones juveniles, establecer un cuerpo de servicios al ciudadano y hacer recomendaciones al Gobernador y a la Asamblea Legislativa encaminados a promover el desarrollo de la juventud.
Además de las organizaciones que pertenecen al Concilio existen otras tales como, los Consejos Legislativos de la Juventud, los Clubes Leo, Y.M.C.A. y la Asociación Juvenil Pro-Niños y
Adultos Lisiados; las cuales tienen objetivos y ejercen funciones similares.
A fin de continuar ofreciendo estimulos a nuestra juventud para que siga por el sendero de la superación, de suerte que en su dia esté preparada para asumir el liderato que por ley natural le corresponderá, el presidente del Concilio de Organizaciones Juveniles, Sr. Angel Ortiz, ha tenido la feliz idea de dedicarle una semana al año, a exaltar los valores de la juventud. Dicha iniciativa ha sido acogida con justificado beneplácito por esta Asamblea Legislativa que entiende debe hacerse un reconocimiento oficial a todas las Organizaciones Juveniles de Puerto Rico, declarando la Semana de las Organizaciones Juveniles de Puerto Rico. Dicha semana será la que termineel cuarto domingodel mes de junio de cada año, dia a que a su vez ha sido declarado Dia de la Juventud mediante la Ley Núm. 13 de 18 de abril de 1974, según enmendada, culminando asi la Semana de las Organizaciones Juveniles con el Dia de la Juventud.
Decrétase por la Asamblea Legislativa de Puerto Rico:
Artículo 1.- Se declara la semana que termina el cuarto domingo del mes de junio de cada año "Semana de las Organizaciones Juveniles de Puerto Rico".
Artículo 2.- El Gobernador, mediante proclama, exhortará anualmente a todo el pueblo a rendir en esa semana homenaje de admiración a todas las organizaciones juveniles de Puerto Rico y la Oficina de Asuntos de la Juventud adoptará las medidas necesarias para dar cumplimiento a dichos propositos, mediante la organización y celebración de los actos adecuados a tales fines.
Artículo 3.- Esta Ley empezará a regir inmediatamente después de su aprobación.

AN ACT
To declare the week that ends on the fourth Sunday of the month of June of each year as the "Puerto Rico Youth Organizations Week."
STATEMENT OF MOTIVES
The effect of a world-wide demographic explosion has been felt by our people for several decades. As a result of said social phenomenon, there has been a tremendous upsurge of a youth with its own profile and personality that struggles to find adequate channels for its integral development and full participation in the collective endeavor.
In full awareness of this reality, our Government has adopted several measures to make the training, employment, recreation and spiritual enhancement of our youth population feasible. Legislation that has been approved that has propitiated the achievement of the above-mentioned goals in different ways. Act No. 34 of July 13, 1978, which creates the Advisory Council on Youth Affairs and the Office of Youth Affairs within the Governor's Office, deserves to be underlined. Under the sponsorship of the bodies created by said Act the Puerto Rico Council of Youth Organizations, composed of youths between the ages of 16 to 24 years who belong to youth organizations in Puerto Rico, has been constituted as an advisory body attached to the Office of Youth Affairs. Among the organizations that are members of the Council, are
the National Honor Society, the United Nations Puerto Rican Council, Boy Scouts, ASPIRA, Junior Achievement, Asociación Juvenil de Economía Doméstica, 4-H Clubs, Clubes Vocacionales Industriales de América, Junior Chamber of Commerce, Future Farmers of America, Y.M.C.A., Girl Scouts, AIESEC, Cuerpo de Investigaciones Científicas Auxiliares, Future Business Leaders and the National Honor Society Passive Members Association. The main objectives of the council are to promote the establishment and growth of youth organizations, establish a citizens service corps and make recommendations to the Governor and the Legislature geared towards promoting youth development.
In addition to the organizations that belong to the Council, there are others such as the Legislative Councils of Youth, Clubes Leo, Y.M.C.A. and the Organization of Youths pro-3isabled Youths and Adults; which have similar objectives and functions.
In order to continue stimulating our youth to continue along the path of improvement so that when the time comes it will be prepared to assume the leadership that, according to the laws of nature, will be theirs, the president of the Youth Organizations Council, Mr. Angel Ortiz, has had the welcome idea of dedicating one week a year to extoll the values of our youth. This initiative has been met with justified approval by this Legislature which understands that an official recognition should be made to all Youth Organizations in Puerto Rico, by declaring the Puerto Rico Youth Organizations Week. This week shall be the one that ends on the fourth Sunday of June of each year, which, in turn, has been declared as Youth day by Act No. 13 of
April 18, 1974 as amended, and thus culminating the Youth Organizations Week with Youth Day.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- The week that ends on the fourth Sunday of the month of June of each year is hereby declared as "Puerto Rico Youth Organizations Week".
Section 2.- The Governor, by means of a proclamation, shall annually exhort all of the people to render homage in admiration of all youth organizations in Puerto Rico, and the Office of Youth Affairs shall adopt the necessary measures to comply with such purposes, through the organization and celebration of activities that are adequate for such purposes.
Section 3.- This Act shall take effect immediately after its approval.
