Resumen
Esta ley designa la última semana de octubre como la "Semana de Calidad de Vida" en Puerto Rico y crea el "Premio de Calidad de Vida". La ley encarga a la Comisión para la Protección y el Fortalecimiento de la Familia y al Departamento de Instrucción Pública la coordinación de actividades y la selección de municipios ganadores. El premio se otorga anualmente a los municipios que demuestren esfuerzos sobresalientes en la mejora de la calidad de vida de sus habitantes, considerando aspectos como valores sociales, áreas verdes, programas educativos y culturales, seguridad pública, y fomento de la industria y el comercio.

Para designar la última semana del mes de octubre de cada año la "Semana de Calidad de Vida" en el Estado Libre Asociado de Puerto Rico; crear el "Premio de Calidad de Vida"; y establecer los criterios y procedimientos para su otorgación.
EXPOSICION DE MOTIVOS
La calidad de vida es un concepto amplio. Está asociado a la satisfacción de las necesidades básicas del ser humano tales como vivienda, nutrición, salud, educación, ingresos adecuados, seguridad física y también está asociado a otras necesidades de naturaleza psicológicas. Se vincula profesionalmente a los indicadores sociales de bienestar humano, a la disminución de las fuentes de estrés y a la maximización y fortalecimiento de las fuentes de sostén comunitarios. Podemos decir, por tanto, que la calidad de vida se refiere a las evaluaciones que las personas hacen de la satisfacción de esas necesidades. Lo que las personas consideren necesidades básicas y en particular necesidades psicológicas básicas, puede variar de una comunidad a otra y de una generación a otra, dentro de la misma sociedad.
En Puerto Rico han acaecido cambios socioeconómicos que han afectado la calidad de vida del puertorriqueño. El acelerado cambio social que transformó a Puerto Rico de una sociedad tradicionalmente agraria a una de carácter industrial, alentó el urbanismo y con ello alteró la convivencia social, generando violencia. Ha generado, asimismo, cambios en la estructura familiar. La familia se ha transformado de una de tipo extendido, donde aún los padrinos eran considerados parte integrante de la misma, a una donde el núcleo familiar está constituido por el padre, la madre e hijos y en ocasiones, uno sólo de los padres y los hijos. Han ocurrido cambios en los medios de comunicación masivos como la prensa, la radio y la televisión que influyen en la adquisición de ideas, costumbres y sentimientos en el público receptor.
Todos estos cambios han llevado al deterioro de la calidad de vida del puertorriqueño, debido a que los seres humanos tienen variadas respuestas ante las tensiones del diario vivir, como lo son el negar o aceptar la realidad social o económica. Se puede detectar un alto grado de escape como filosofía de vida del puertorriqueño, que
se manifiesta en el elevado consumo de bebidas embriagantes, el alarmante aumento en el uso de substancias controladas, el ejercicio de la violencia en la solución de conflictos, y el consumismo junto a la utilización desmedida del crédito. Todas estas realidades de nuestro diario vivir son manifestaciones de los cambios y efectos que ha sufrido la sociedad puertorriqueña.
La sociedad puertorriqueña se encuentra envuelta en una búsqueda de alternativas y soluciones para una multiplicidad de problemas que afectan fundamentalmente el futuro de nuestro pueblo. Es necesario desarrollar una campaña educativa de la sociedad dirigida a fomentar los valores que nos han distinguido siempre como un pueblo noble, valeroso y generoso con su prójimo; que además esté orientada a cambiar actitudes y conceptos con el fin de desarrollar ciudadanos comprometidos en la búsqueda de soluciones, conscientes de su responsabilidad ante los problemas sociales y económicos y motivados a participar en el mejoramiento de la calidad de vida. Es responsabilidad de todos aunar esfuerzos para mejorar la calidad de vida de nuestros conciudadanos individualmente y de Puerto Rico colectivamente.
La Asamblea Legislativa de Puerto Rico, considerando la importancia de mejorar la calidad de vida del pueblo puertorriqueño, mediante esta medida designa oficialmente la última semana del mes de octubre de cada año como la "Semana de Calidad de Vida" en el Estado Libre Asociado de Puerto Rico, que culminará con la otorgación del "Premio de Calidad de Vida". La Comisión para la Protección y Fortalecimiento de la Familia en Puerto Rico y el Departamento de Instrucción Pública serán responsables conjuntamente de coordinar la implantación de las disposiciones de esta ley. Se designan a estas dos instituciones como coordinadoras de esta semana, por que es en el núcleo de la familia y de la escuela donde los niños y jóvenes reciben la semilla de la enseñanza, que debidamente abonada y cuidada, dará como fruto unos ciudadanos comprometidos en el mejoramiento de la calidad de vida en Puerto Rico.
Decrétase por la Asamblea Legislativa de Puerto Rico:
Artículo 1.- Se designa la última semana del mes de octubre de cada año como la "Semana de la Calidad de Vida" en el Estado Libre Asociado de Puerto Rico.
Artículo 2.- El Gobernador de Puerto Rico, mediante proclama al efecto, exhortará anualmente a todas las entidades del sector público y privado, y a todo el pueblo puertorriqueño a que brinde su cooperación en la celebración de esta semana y a unirse en la rea-
lización de actividades dirigidas a despertar conciencia en nuestra comunidad sobre la importancia y responsabilidad que todos tenemos de aunar esfuerzos para mejorar las expectativas y la calidad de vida de nuestros conciudadanos individualmente y de Puerto Rico colectivamente.
Artículo 3.- Se faculta y ordena a la Comisión para la Protección y el Fortalecimiento de la Familia en Puerto Rico y al Departamento de Instrucción Pública para que, conjuntamente, coordinen con todas las entidades gubernamentales concernidas y con las entidades privadas, asociaciones e individuos que estimen conveniente para que se unan en la organización y celebración de la "Semana de Calidad de Vida" en Puerto Rico, de forma tal que se le dé cumplimiento a los propósitos de esta ley. Determinarán, además, la organización y celebración de actividades especiales apropiadas conducentes a difundir el significado de la misma. Todas las agencias e instrumentalidades gubernamentales y municipales ofrecerán su mayor cooperación a las actividades que se lleven a cabo durante esta semana. Se deberá destacar la importancia de mejorar la calidad de vida, estimular a la ciudadanía a participar en la búsqueda de soluciones a los problemas que afectan la calidad de vida del puertorriqueño y a motivarla para que asuma la responsabilidad que le corresponde en esta gestión.
Artículo 4.- La Comisión para la Protección y el Fortalecimiento de la Familia en Puerto Rico y el Departamento de Instrucción Pública designarán un Comité, no más tarde del 30 de enero de cada año natural, integrado por representantes del sector públicoy el sector privado y al cual se delegará la encomienda de organizar, coordinar y supervisar las actividades a efectuarse durante la "Semana de Calidad de Vida" en Puerto Rico. Dicho Comité podrá constituir una directiva, así como establecer cualquier otro procedimiento en su organización interna que estime conveniente para lograr la mayor efectividad de las actividades a llevarse a cabo.
Artículo 5.- Se instituye el "Premio de Calidad de Vida", el cual se otorgará anualmente al municipio o municipios que más se distingan en el esfuerzo por mejorar la calidad de la vida de sus habitantes. El Comité designado en el Artículo 4 de esta Ley tendrá la encomienda de seleccionar el municipio o municipios que se otorgará dicho premio y organizar, coordinar y supervisar todas las actividades a realizarse a los fines de otorgar el "Premio de Calidad de Vida" y también podrá otorgar aquellas menciones honoríficas que estime. La Comisión establecerá por reglamento los criterios y requisitos para la concesión de dicho premio, incluyendo entre otros: la creación de comités a nivel municipal para el fomento de la cali-
dad de vida, que dé seguimiento a los trabajos que a tales efectos se realicen; que se fomenten los valores sociales y comunitarios, el desarrollo de áreas verdes para la recreación pasiva, actividades en pro de la familia, programas educativos y culturales y otros en beneficios de la comunidad, la seguridad pública, la preservación de lo autóctono, el fomento de la industria y el comercio y la educación. A los fines de otorgar este premio, se clasificarán los Municipios de Puerto Rico, de acuerdo al tamaño de su población, en las siguientes tres (3) categorías: municipio grande, mediano y pequeño. Se escogerá un municipio de cada categoría y se le otorgará el "Premio Calidad de Vida", a los tres (3) municipios que se hayan distinguido por el mejoramiento en la calidad de vida de sus habitantes. El premio será entregado a los Alcaldes respectivos de las municipalidades premiadas, como representantes del gobierno local, en la actividad y forma que determine la Comisión creada en el Artículo 4 de esta Ley.
Artículo 6.- Esta Ley comenzará a regir inmediatamente después de su aprobación.

STATEMENT OF MOTIVES
Quality of life is a broad concept. It is related to satisfying the basic needs of human beings such as housing, nutrition, health, education, adequate income, physical safety and is also associated to other needs of psychological nature. It is professionally linked to the social indicators of human well-being, to the reduction of sources of stress and to increasing and strengthening of the sources of community support. Therefore, we could say that quality of life refers to the evaluations that the persons make in the satisfaction of such needs. What the persons consider basic needs, and specifically, basic psychological needs, can vary from one community to another and from one generation to another, within the same society.
In Puerto Rico, certain socioeconomic changes have ocurred that have affected the quality of life of the Puerto Rican people. The accelerated pace of social change which transformed Puerto Rico from a traditionally
agricultural society to one of industrial nature, has encouraged urbanism and altered social cohabitation, thus generating violence. It has likewise generated changes in the family structure. The family has changed from an extended type of family, where even the godparents were considered as an integral part thereof, to one in which the family nucleus is composed of the father, mother and children, and at times, of a single parent and the children. Changes have also taken place in the mass communication media such as the press, radio and television which influence the acquisition of ideas, customs and feelings of the receiving public.
All these changes have led to the deterioration of the Puerto Rican quality of life, because human beings have diverse responses to the tensions of daily living, such as the refusal or acceptance of the social or economic reality. A high degree of escapism can be detected as the philosophy of life of the Puerto Ricans which is manifested by the high consumption of alcoholic beverages, the alarming rise in the use of controlled substances, the use of violence as a solution to conflicts, and consumerism together with the uncontrolled use of credit. All these realities of our daily living are manifestations of the changes and effects suffered by Puerto Rican society.
The Puerto Rican society is involved in the search for alternatives and solutions for the many problems that affect the future of our people fundamentally. It is necessary to develop an educational campaign for our society directed to promote those values which have always distinguished us as people who are noble, courageous and generous with
their fellows; which is also directed to change attitudes and ideas in order to develop citizens committed to the search for solutions, being aware of their responsibility in the face of social and economic problems and motivated to participate in the improvement of the quality of life. It is the responsibility of all of us to join efforts to improve the quality of life of our citizens, individually, and of Puerto Rico, collectively.
The Legislature of Puerto Rico, taking into consideration the importance of improving the quality of life of the people of Puerto Rico, through this measure officially designates the last week of the month of October of each year as the "Quality of Life Week" in the Commonwealth of Puerto Rico, which shall be highlighted with the granting of the "Quality of Life Award". The Committee for the Protection and Strengthening of the Family in Puerto Rico and the Department of Education shall be jointly responsible for the coordination and establishment of the provisions of the Act. These two institutions are designated as coordinators of this week, because it is in the family nucleus and in the schools where children and youths receive the seeds of learning that when duly cultivated and cared for, will bear the fruit of citizens committed to improving the quality of life in Puerto Rico.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO: Section 1.- The last week of the month of October of each year is hereby designated as the "Quality of Life Week" in the Commonwealth of Puerto Rico.
Section 2.- The Governor of Puerto Rico, through proclamation to such effects, shall annually exhort all the entities of the public and private sectors to give their cooperation to the celebration of this week and to join in the activities addressed to awakening the conscience of our community regarding the importance and responsibility we all have of uniting our efforts to improve the expectations and quality of life of our fellow-citizens, individually, and of Puerto Rico, as whole.
Section 3.- The Committee for the Protection and Strengthening of the Family in Puerto Rico and the Department of Education, are hereby empowered and directed to jointly coordinate with all the pertinent government agencies and with private entities, associations and persons that they deem convenient to join in the organization and celebration of the "Quality of Life Week" in Puerto Rico, in order to comply with the purposes of this Act. They will also determine the organization and celebration of appropriate special activities which will lead to extend the meaning of the same. All the government and municipal agencies and instrumentalities will give their utmost cooperation for the activities to be carried out during that week. The importance of improving the quality of life must be emphasized; the citizenry must be stimulated to participate in the search of solutions to the problems that affect the quality of life of the Puerto Ricans and to motivate them to assume the corresponding responsibility in this matter.
The Committee for the Protection and Strengthening of the Family in Puerto Rico and the Department of Education will designate a Committee no later than January 30 of each calendar year, to be composed of
representatives of the private and public sectors and on which the task of organizing, coordinating and supervising the activities to be carried out during the "Quality of Life Week" in Puerto Rico shall be delegated. Said Committee may constitute a board of directors, as well as establish any other procedure in its internal organization that it deems convenient to obtain the greatest effectiveness from the activities to be carried out.
Section 5.- "The Quality of Life Award" is hereby created, which shall be granted annually to the municipality or municipalities that are most outstanding in their efforts to improve the quality of life of their inhabitants. The Committee designated in Section 4 of this Act shall have the task of selecting the municipality or municipalities to which said award shall be granted, and organize, coordinate and supervise all the activities to be conducted in order to grant the "Quality of Life Award", and it may also grant the honorable mentions it deems pertinent. The Committee shall establish, through regulations, the criteria and requirements for the granting of said award, including, among others: the creation of committes on a municipal level to promote the quality of life, which will follow-up the works that to such effects are being conducted; to foster social and community values, the development of green areas for passive recreation, activities for the family, educational and cultural programs and others for the benefit of the community, public safety, preservation of our autochthonous customs, the promotion of industry, commerce and education. In order to grant this award, the Municipalities of Puerto Rico shall be classified
according to the size of their population, in the following three (3) categories: large, medium and small municipalities. A municipality from each category shall be chosen and the Quality of Life Award shall be granted to the three (3) municipalities that have been outstanding in the improvement of the quality of life of their residents. The award shall be given to the Mayors of the respective municipalities receiving the award, as representatives of the local government, in the activity and in the manner determined by the Committee which is created in Section 4 of this Act.
Section 6.- This Act shall take effect immediately after its approval.
