Ley 24 del 1985
Resumen
Esta ley enmienda el Artículo 3 de la Ley Núm. 10 de 18 de junio de 1970 para aumentar de cinco a siete el número de miembros de la Junta de Directores de la Compañía de Turismo de Puerto Rico. La enmienda busca fortalecer la industria turística de la isla, incluyendo la representación del sector de paradores y empresas dedicadas al fomento del turismo interno y el desarrollo de recursos naturales.

LEY
Para enmendar el Artículo 3 de la Ley Núm. 10 de 18 de junio de 1970, según enmendada, a los fines de aumentar los miembros de la Junta de Directores de la Compañia de Turismo de Puerto Rico; y para otros fines.
EXPOSICION DE MOTIVOS
La creación de la Compañia de Turismo de Puerto Rico tuvo como objetivo cardinal el establecer un organismo permanente que tomara "las medidas necesarias y adecuadas para proteger permanentemente la capacidad competitiva de la isla como atracción turistica".
A estos efectos en 1970 se dispuso que los poderes de la Compañia se ejercerlan y su política general se determinaria por una Junta de Directores compuesta por siete miembros. Posteriormente en 1976 se redujo de siete a cinco el número de miembros que componia dicha Junta.
La presente medida tiene el proposito de restituir a siete el número de miembros que compone la Junta de Directores de la Compañia de Turismo.
Por otro lado el desarrollar a Puerto Rico como enclave turístico en el Caribe requiere desarrollar la imagen del interior de la isla como una de variados recursos y diversidades geográficas, con atractivos suficientes para el visitante como para satisfacer el interés más exigente.
En atención a ello se dispone que uno de los miembros de la Junta de Directores sea representativo del sector de los paradores puertorriqueños y/o empresas que se dediquen a promover los recursos turísticos del interior de la isla y a desarrollar los recursos naturales puertorriqueños con el propósito común de fortalecer la industria de turismo de Puerto Rico.
Decrétase por la Asamblea Legislativa de Puerto Rico:
Sección 1.- Se enmienda el Artículo 3 de la Ley Núm. 10 de 18 de junio de 1970, según enmendada, para que lea como sigue:
"Artículo 3.-
Esta Junta se compondrá de siete miembros, uno de los cuales será representativo del sector de los paradores puertorriqueños y/o empresas que se dediquen al fomentoy desarrollo del turismo interno, y por lo menos dos de éstos no serán residentes del área metropolitana, que nombrará el Gobernador de Puerto Rico, con el consejo y consentimiento del Senado, cuatro de los cuales recibirán nombramiento por el término de tres años, y los restantes tres miembros por el término de dos años y hasta que sus sucesores sean nombrados y tomen posesión de sus cargos. Los nombramientos siguientes o subsiguientes se harán por el término de tres años. Toda vacante en dichos cargos se cubrirá por nombramiento del Gobernador dentro de un periodo de sesenta (60) días, a partir de la fecha de ocurrir dicha vacante por el término que reste para expirar el mismo. El Gobernador de Puerto Rico nombrará al Presidente de la Junta de entre cualquiera de los siete miembros.
Los miembros de la Junta, excepto los que sean funcionarios del Estado Libre Asociado de Puerto Rico, recibirán una dieta de cincuenta (50) dólares por cada reunión de dicha Junta.
Dentro de los sesenta (60) días después de nombrada, la Junta se reunirá, organizará y designará su Vicepresidente. También designará y fijará la compensación de un Director Ejecutivo y un Secretario, ninguno de los cuales será miembro de la Junta. La Junta delegará en el Director Ejecutivo aquellos poderes y deberes que estime propios para el desempeño cabal de la política de turismo del Gobierno.
Cuatro miembros de la Junta constituirán quórum para conducir las reuniones de ésta y todo acuerdo se tomará por no menos de cuatro de dichos miembros."
Sección 2.- Esta Ley comenzará a regir inmediatamente después de su aprobación.

AN ACT
To amend Section 3 of Act No. 10 of June 18, 1970 as amended, in order to increase the members of the Board of Directors of the Puerto Rico Tourist Company; and for other purposes.
STATEMENT OF MOTIVES
The principal objective for the creation of the Puerto Rico Tourist Company was to establish a permanent body to "take the necessary and adequate measures to permanently protect the competitive capacity of the Island as a tourist attraction".
To such effects, in 1970, it was provided that the powers of the Company would be exercised and its general policy would be determined by a Board of Directors composed of seven members. Later, in 1976, the number of members of the Board was reduced from seven to five.
This bill has the purpose of restoring the number of members that make up the Board of Directors of the Tourist Company to seven.
On the other hand, to develop Puerto Rico as a tourist center in the Caribbean requires the promotion of the image of the interior of the Island as one of varied resources and geographic diversity, with enough attractions to satisfy the visitors most demanding interest.
With this in mind, it is provided that one of the members of the Board of Directors shall represent the sector of Puerto Rican Inns (Paradores) and/or enterprises devoted to promote the tourist resources of the interior of the Island and develop Puerto Rico's natural resources, with the common purpose of strengthening its tourist industry.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO: Section 1.- Section 3 of Act No. 10 of June 18, 1970 as amended, is hereby amended to read as follows: "Section 3.- This Board shall consist of seven members, one of whom shall represent the sector of Puerto Rican Inns (Paradores) and/or enterprises devoted to develop and promote internal tourism, and at least two of them, who shall be appointed by the Governor of Puerto Rico, with the advice and consent of the Senate, shall not reside in the metropolitan area; four of them shall receive appointments for a term of three years, and the remaining three for a term of two years and until their successors are appointed and take office. The following or subsequent appointments shall be for a term of three years. Each vacancy in said offices shall be filled for the unexpired term thereof, by an appointment of the Governor within a period of sixty (60) days from the date the vacancy occurs. The Governor of Puerto Rico shall appoint the Chairperson of the Board from among any of its seven members.
The members of the Board, except those who are officials of the Commonwealth of Puerto Rico, shall receive per diems of fifty (50) dollars for each meeting of the Board.
Within sixty (60) days after the Board is appointed, it shall meet, organize, and designate its Vice-Chairperson. It shall also designate and fix the compensation of an Executive Director and a Secretary, none of whom shall be members of the Board. The Board shall delegate to the Executive Director all such powers and duties which it deems proper, to fully execute the tourist policy of the Government.
Four members of the Board shall constitute a quorum to conduct the meetings thereof, and every agreement shall be reached by no less than four of such members."
Section 2.- This Act shall take effect immediately after its approval.
