Ley 7 del 1984
Resumen
Esta ley enmienda la Ley Núm. 13 de 1962, conocida como la "Ley de la Administración de Terrenos de Puerto Rico", para establecer el pago de dietas de cincuenta (50) dólares a los miembros de su Junta de Gobierno que no sean funcionarios públicos. El propósito es compensar su servicio y facilitar la formación de quórum para las reuniones de la Junta.

LEY
Para enmendar el inciso
(b) del Artículo 3 de la Ley Núm. 13 de 16 de mayo de 1962, según enmendada, conocida como "Ley de la Administración de Terrenos de Puerto Rico", para disponer el pago de dietas a los miembros de la Junta que no sean funcionarios públicos.
EXPOSICION DE MOTIVOS
La Ley Número 13 de 16 de mayo de 1962, según enmendada creó la Administración de Terrenos de Puerto Rico, la cual establece en el Artículo 3, inciso
(b) que los poderes de esa Administración se ejercerán y su política general se determinará por una Junta de Gobierno, compuesta por el Gobernador de Puerto Rico, quien será su Presidente, el Presidente de la Junta de Planificación de Puerto Rico, quien será su Vicepresidente, los Secretarios de Hacienda, Transportación y Obras Públicas, de Vivienda y de Agricultura, el Administrador de Fomento Económico y dos miembros adicionales que serán nombrados por el Gobernador, con el consejo y consentimiento del Senado, por un término de cuatro años y hasta que sus sucesores sean nombrados y tomen posesión.
Los miembros de la Junta no recibirán remuneración por sus servicios como tales.
Al presente siete de los nueve miembros de la Junta de Gobierno comprenden al Gobernador y a Jefes de Agencias. Debido a los múltiples compromisos que tienen que atender estos funcionarios, con frecuencia se dificulta la formación de quórum para las reuniones, causando esto el que se atrasen las tramitaciones de aquellas transacciones que requieren la aprobación de la Junta.
Dos de los miembros de esta Junta no son funcionarios públicos, son representantes del sector privado.
Su labor en la Junta ha sido completamente desinteresada, aún cuando la misma ha podido afectar sus actividades económicas. En pro de eliminar una situación que no procede en justicia y equidad, los miembros que no sean funcionarios públicos deben ser remunerados por sus servicioscomo tales de acuerdo a la función por ellos realizada y los gastos económicos que la misma les representa.
Decrétase por la Asamblea Legislativa de Puerto Rico:
Sección 1.- Se enmienda el inciso
(b) del Artículo 3 de la Ley Núm. 13 de 16 de mayo de 1962, según enmendada, para que lea como sigue: "Artículo 3.—
(a) (b) Los poderes de la Administración se ejercerán y su política general se determinará por una Junta de Gobierno, compuesta por el Gobernador de Puerto Rico, quien será su Presidente, el Presidente de la Junta de Planificación de Puerto Rico, quien será su Vicepresidente, los Secretarios de Hacienda de Transportación y Obras Públicas, de Vivienda y de Agricultura, el Administrador de Fomento Económico y dos miembros adicionales que serán nombrados por el Gobernador, con el consejo y consentimiento del Senado, por un término de cuatro años y hasta que sus sucesores sean nombrados y tomen posesión.
Los miembros de la Junta que no sean funcionarios públicos, recibirán la cantidad de cincuenta (50) dólares, por concepto de dieta por cada día de reunión a que asistan o en que presten sus servicios como tales. Disponiéndose que esta compensación se pagará de los ingresos propios de la Administración."
Sección 2.- Esta Ley comenzará a regir inmediatamente después de su aprobación.

AN ACT
To amend subsection
(b) of Section 3 of Act No. 13 of May 16, 1962 as amended, known as the "Puerto Rico Land Administration Act", to provide for the payment of per diems to the members of the Board who are not public officials.
STATEMENT OF MOTIVES
Act No. 13 of May 16, 1962 as amended, created the Puerto Rico Land Administration which establishes in Section 3, subsection
(b) , that the powers of that Administration shall be exercised and its general policy shall be determined by a Governing Board, composed of the Governor of Puerto Rico, who shall be its Chairman; the Chairman of the Puerto Rico Planning Board, who shall be its Vice-Chairman, the Secretaries of the Treasury, Transportation and Public Works, Housing, and Agriculture, the Economic Development Administrator and two additional members, who shall be appointed by the Governor, with the advice and consent of the Senate, for a term of four years and until their successors are appointed and take office.
The members of the Board shall receive no compensation for their services as such.
At present, seven of the nine members of the Governing Board include the Governor and the heads of Agencies. Because of the multiple commitments which these officials must attend to, it is frequently difficult to arrive at the quorum needed for these meetings, which causes, as a result, a delay in the handling of those transactions which require the approval of the Board.
Two of the members are not public officials; they are representatives of the private sector.
Their work on the Board has been completely altruistic, even when it may have affected their financial activities. To eliminate a situation which, in justice and equity, should not exist, the members who are not public officials should be remunerated for their services as such, according to the work they perform and the financial expenses involved.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Subsection
(b) of Section 3 of Act No. 13 of May 16, 1962 as amended, is hereby amended to read as follows:
"Section 3.-
(a) ---
(b) The powers of the Administration shall be exercised, and its general policy shall be determined by a Governing Board composed of the Governor of Puerto Rico, who shall be the Chairman, the Chairman of the Puerto Rico Planning Board, who shall be ViceChairman; the Secretaries of the Treasury, Transportation and Public Works, Housing, and Agriculture, the Economic Development Administrator, and two additional members, who shall be appointed by the Governor, with the advice and consent of the Senate, for a term of four years, and until their successors are appointed and take office.
The members of the Board who are not public officials, shall receive the sum of fifty (50) dollars as per diems for each day they attend a meeting or render their services as such, Provided, that this compensation shall be paid from the Administration's own income."
Section 2.- This Act shall take effect immediately after its approval.
