Resumen
Esta ley designa el mes de abril de cada año como el "Mes de la Prevención y el Control del Cáncer" en Puerto Rico. Establece que el Gobernador emitirá una proclama y el Secretario de Salud, en coordinación con agencias gubernamentales y entidades privadas, llevará a cabo una campaña de concienciación para informar a la ciudadanía sobre la prevención del cáncer, los servicios disponibles y cómo pueden cooperar.

EXPOSICION DE MOTIVOS
POR CUANTO: El mes de abril ha sido proclamado por el Presidente y el Congreso de los Estados Unidos como el Mes del Control del Cáncer.
POR CUANTO: Cada año que pasa son más los casos de cáncer que se descubren en nuestro pais. Durante el año en curso tendremos en Puerto Rico alrededor de seis mil (6,000) casos nuevos de cáncer que afectarán a hombres, mujeres y niños de todas las edades. POR CUANTO: En la actualidad, de cada tres personas afectadas por el cáncer, una es curada. Sin embargo, con un diagnóstico temprano y el tratamiento adecuado, la mitad de los que están afectados podrían ser curados. POR CUANTO: Pruebas científicas demuestran que algunos tipos de cáncer pueden ser evitados. Se ha comprobado que la mayor parte del cáncer de la boca, faringe, laringe y pulmón es causado por el hábito de fumar cigarrillos y que la mayor parte del cáncer de la piel es causado por la exposición a la luz solar directa.
POR CUANTO: A la pro- - ión médica del país debe mantenérsele informada de los últir 10 s adelantos sobre esta enfermedad. Asimismo, a todo el personal paramédico, tales como tecnólogos y enfermeras, entre otros. Todas las personas envueltas en el aspecto técnico-médico deben tener los conocimientos necesarios para brindar el mejor cuidado a los pacientes de cáncer. POR CUANTO: La Sociedad Americana del Cáncer, Liga Puertorriqueña Contra el Cáncer y la Asociación para la Lucha Contra el Cáncer de Ponce, además de brindar sólido apoyo económico a la investigación científica, ofrecen un servicio al público advirtiéndole las señales que pueden indicar la presencia de un cáncer. También ayudan a la rehabilitación del paciente y le ofrecen múltiples servicios.
POR CUANTO: El mes de abril, es el lapso de tiempo en que la Sociedad Americana del Cáncer, División de Puerto Rico, la Liga Puertorriqueña Contra el Cáncer y la Asociación para la Lucha Contra el Cáncer de Ponce, concentran sus esfuerzos en la recaudación de fondos para tan noble causa, tomando así un nuevo impulso para seguir adelante con sus actividades. POR CUANTO: Todo el pueblo puertorriqueño debe identificarse con tan humanitaria obra, aportando su contribución a estas nobles instituciones que tanto bien hacen a los afectados de esta enfermedad en nuestra bendita isla.
POR TANTO: Decrétase por la Asamblea Legislativa de Puerto Rico:
Sección 1.- Se designa el mes de abril de cada año como el "Mes de la Prevención y el Control del Cáncer" en Puerto Rico. El Gobernador de Puerto Rico, mediante proclama al efecto que emitirá por lo menos con diez (10) días de antelación al inicio de dicho mes, exhortará al pueblo puertorriqueño a organizar y auspiciar las actividades propias de esta celebración.
Sección 2.- Durante dicho mes el Secretario de Salud, en coordinación con las distintas agencias e instrumentalidades del Gobierno y con las entidades privadas concernidas, en especial la "Sociedad Americana del Cáncer", "Liga Puertorriqueña Contra el Cáncer" y la "Asociación para la Lucha Contra el Cáncer de Ponce" llevará a cabo una campaña de prevención y control del cáncer.
Sección 3.- El Secretario de Salud, en coordinación con las agencias públicas y entidades privadas mencionadas en la sección anterior, determinará los mejores medios de publicidad para tales fines, dándole mayor importancia a la información que debe tener la ciudadanía sobre los servicios que prestan todas las entidades envueltas y las formas en que la ciudadanía puede cooperar a la prevención y el control del cáncer.
Sección 4.- Esta Ley empezará a regir inmediatamente después de su aprobación.

To designate the month of April of each year as the "Cancer Prevention and Control Month" in Puerto Rico.
STATEMENT OF MOTIVES
WHEREAS: The month of April has been proclaimed by the President and the Congress of the United States as Cancer Control Month.
WHEREAS: As each year goes by the number of cases of cancer diagnosed in our country increases. During the current year we shall have around six thousand (6,000) new cases of cancer in Puerto Rico that will affect men, women and children of all ages.
WHEREAS: Currently, one out of every three persons affected with cancer is cured. However, with an early diagnosis and adequate treatment, half of those affected could be cured. WHEREAS: Scientific tests show that some types of cancer can be prevented. It has been proven that most of the cancers of the mouth, pharynx, larynx and lung are caused by
the habit of smoking cigarettes, and that most skin cancers are caused by direct exposure to sunlight.
WHEREAS: The medical profession of the country must be kept informed of the latest developments concerning this disease, as well as all paramedical personnel such as technologists and nurses, among others. All persons involved in the medical-technical aspect must have the necessary knowledge to provide cancer patients with the best care.
WHEREAS: The American Cancer Society, The Puerto Rican League Against Cancer and the Ponce Association for the Fight Against Cancer, besides offering a solid financial backing to scientific investigation, render a public service by warning them of the signs that may indicate the presence of a cancer. They also help with patient rehabilitation and offer them multiple services.
WHEREAS: The month of April is the time during which the American Cancer Society, Puerto Rico Division; The Puerto Rican League Against Cancer, and the Ponce Association for the Fight Against Cancer, concentrate their fund-raising efforts for such a noble cause, thereby gaining new momentum to move ahead with their activities.
WHEREAS: All of the people of Puerto Rico should identify themselves with such a humanitarian endeavor by contributing
to these noble institutions that do so much good for those who are affected by this disease on our blessed Island.
THEREFORE: BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- The month of April of each year is hereby designated as "Cancer Prevention and Control Month" in Puerto Rico. The Governor of Puerto Rico through a proclamation to such effects, which shall be issued at least ten (10) days before the begining of said month, shall exhort the people of Puerto Rico to organize and sponsor the activities inherent to this celebration.
Section 2.- During said month the Secretary of Health shall carry out a cancer prevention and control campaign coordination with the different Government agencies and instrumentalities and the private entities concerned; especially the "American Cancer Society", the "Puerto Rican League Against Cancer" and the "Ponce Association for the Fight Against Cancer.
Section 3.- The Secretary of Health, in coordination with the above mentioned public agencies and private entities, shall determine the best means of publicity for such ends, giving greater importance to the information that the citizenry should have about the services rendered by all the entities concerned, and the ways in which the citizenry can cooperate in the prevention and control of cancer.
Section 4.- This Act shall take effect immediately after its approval.
