Ley 79 del 1983
Resumen
Esta ley enmienda la Ley Núm. 19 de 1965 para modificar la distribución de los derechos de inscripción de embarcaciones en Puerto Rico. Establece que $300,000 de lo recaudado se asignarán a la Autoridad de los Puertos, y el remanente se distribuirá por partes iguales entre el Fondo General del Estado Libre Asociado y el municipio donde esté localizada la embarcación.

Para enmendar el inciso
(k) de la Sección 4 de la Ley Núm. 19 de 14 de junio de 1965, según enmendada, para disponer como se efectuará la distribución de lo recaudado por concepto del derecho de Inscripción de Embarcaciones en Puerto Rico.
EXPOSICION DE MOTIVOS
La Autoridad de los Puertos ha sido la agencia encargada de instrumentar y de viabilizar el Sistema de Inscripción de Embarcaciones en Puerto Rico, mediante la Ley Núm. 19 del 14 de junio de 1965, según enmendada. Esta ley cuando fue aprobada facultaba a la Autoridad de los Puertos a retener en su totalidad el pago del derecho de inscripción. No obstante, durante este año, se aprobó la Ley Núm. 25 del 1 de junio de 1982, donde se ordena que lo recaudado por dicho concepto de derecho de inscripción se distribuirá por partes iguales entre el Fondo General del Estado Libre Asociado y el municipio donde está inscrita la embarcación, dejando a la Autoridad de los Puertos desprovista de los fondos necesarios para implantar la ley.
La presente medida contempla que la distribución del fondo por derecho de inscripción se distribuya por partes iguales entre la Autoridad de los Puertos, el Fondo General del Estado Libre Asociado y el municipio donde está inscrita la embarcación.
Decrétase por la Asamblea Legislativa de Puerto Rico:
Artículo 1.- Se enmienda el inciso
(k) de la Sección 4 de la Ley Núm. 19 de 14 de junio de 1965, según enmendada, para que lea como sigue: "Sección 4.-Número de Identificación e Inscripción

(k) El derecho de inscripción recaudado por este concepto se distribuirá de la siguiente manera: trescientos mil (300,000) dólares para la Autoridad de los Puertos de Puerto Rico y el remanente por partes iguales entre el Fondo Corral del Estado Libre Asociado de Puerto Rico y el municipio donde esté localizada la embarcación." Artículo 2.- Esta Ley comenzará a regir inmediatamente después de su aprobación.

To amend subsection
(k) of Section 4 of Act No. 19 of June 14, 1965 as amended, in order to provide how the amounts collected for vessel registration fees in Puerto Rico will be distributed.
STATEMENT OF MOTIVES
The Ports Authority has been the agency in charge of implementing and promoting the Vessel Registration System in Puerto Rico, under Act No. 19 of June 14, 1965 as amended. When this Act was approved it authorized the Ports Authority to retain in its entirety, the amounts paid for registration fees. However, during the present year, Act No. 25 of June 1, 1982 was approved, which directs that the monies collected for said registration fees shall be distributed in equal parts between the General Fund of the Commonwealth of Puerto Rico and the Municipality in which the vessel is registered; leaving the Ports Authority without funds to implement the Act.
This measure envisages that the registration fees fund be distributed in equal parts between the Ports Authority, the General Fund of the Commonwealth of Puerto Rico, and the Municipality in which the vessel is registered.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Subsection
(k) of Section 4 of Act No. 19 of June 14, 1965 as amended, is hereby amended to read as follows:
"Section 4.- Identification Number and Registration

in equal parts, between the General Fund of the Commonwealth of Puerto Rico, and the Municipality where the vessel is located."
Section 2.- This Act shall take effect immediately after its approval.
