Resumen
Esta ley enmienda la Ley Núm. 15 de 1980 para permitir que la Medalla Militar de Honor de la Asamblea Legislativa de Puerto Rico sea otorgada póstumamente a soldados puertorriqueños que yacen en el Cementerio Nacional de Arlington, Virginia, en reconocimiento a sus actos de valor y heroísmo. La ley también detalla los criterios para la concesión de la medalla y el proceso de entrega por parte del Gobernador y la Asamblea Legislativa.

L E Y
Para enmendar el Artículo 1 de la Ley Núm. 15 de 9 de abril de 1980 que creó la Medalla Militar de Honor de la Asamblea Legislativa de Puerto Rico, a fin de que la misma pueda otorgarse para honrar la memoria de soldados puertorriqueños que por sus actos de valor y heroísmo yacen en el Cementerio Nacional de Arlington, Virginia.
Decrétase por la Asamblea Legislativa de Puerto Rico:
Sección 1.- Se enmienda el Artículo 1 de la Ley Núm. 15 de 9 de abril de 1980 para que se lea como sigue: "Artículo 1.-Se crea la Medalla Militar de Honor de la Asamblea Legislativa de Puerto Rico. Dicha Medalla será otorgada a aquellos héroes militares puertorriqueños que a riesgo de su vida y por encima de la obligación que le impone el cumplimiento del deber, hayan realizado un acto de valor y heroísmo.
El acto realizado deberá demostrar, sin lugar a dudas, el valor personal y sacrificio de la persona premiada y deberá realizarse bajo circunstancias que envuelvan riesgo para su vida. A fin de conceder la medalla, se requerirá prueba fehaciente del acto heroico y de los riesgos sufridos.
Dicha medalla podrá otorgarse para honrar conjunta, simbólica y postreramente la memoria de soldados puertorriqueños que, por sus actos de valor y heroísmo, yacen en el Cementerio Nacional de Arlington, Virginia. La Medatla de Honor así conferida será entregada a las autoridades del Cementerio Nacional de Arlington para ser exhibida en el Anfiteatro de dicho lugar.
El Gobernador de Puerto Rico, conjuntamente con una representación de la Asamblea Legislativa de Puerto Rico, otorgará dicho galardón, previa la aprobación de una Resolu- n. n. ción Conjuntas taleslfines, a la persona o personas que hayan realizado el acto de valor o heroismo, o a sus familiares más cercanos, si la. persona estuviere muerta, en acto o ceremonia que para tales propósitos dispongan el Gobernador y los Presidentes'de las Cámaras Legislativas."
Sección 2.- Esta Ley comenzará a regir inmediatamente después de su aprobación.

Juan R. Melecio, Director of the Office of Legislative Services of the Legislature of Puerto Rico, hereby certifies to the Secretary of State that he has duly compared the English and Spanish texts of Act No. 53 (S. B. 538) of the 3rd Session of the 9th Legislature of the Commonwealth of Puerto Rico, entitled:
AN ACT to amend Section 1 of Act No. 15 of April 9, 1980, which created the Military Medal of Honor of the Legislature of Puerto Rico, so that it may be awarded to honor the memory of Puerto Rican soldiers, who because of their acts of valor and heroism, lie at rest in the National Cemetery at Arlington, Virginia, and finds the same are complete, true and correct versions of each other.
To amend Section 1 of Act No. 15 of April 9, 1980, which created the Military Medal of Honor of the Legislature of Puerto Rico, so that it may be awarded to honor the memory of Puerto Rican soldiers, who because of their acts of valor and heroism, lie at rest in the National Cemetery at Arlington, Virginia.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO: Section 1.- Section 1 of Act No. 15 of April 9, 1980, is hereby amended to read as follows: "Section 1.- The Military Medal of Honor of the Legislature of Puerto Rico is hereby created. Said medal shall be awarded to those Puerto Rican military heroes who have performed an act of valor or heroism at the risk of their lives, and over and beyond the call of duty.
The act performed shall demonstrate, without any doubt, the personal valor and self-sacrifice of the person to be decorated, and must have been performed under circumstances that involve a risk to his life. Convincing evidence of the heroic act and the risks involved shall be
required for the medal to be awarded. Said medal shall be awarded to honor jointly, symbolically and ultimately, the memory of Puerto Rican soldiers who, by their acts of valor and heroism lie at rest in the National Cemetery at Arlington, Virginia. The Medal of Honor thus awarded shall be given to the authorities of the National Cemetery of Arlington to be displayed in the Amphitheater of said place.
The Governor of Puerto Rico, together with a delegation of the Legislature of Puerto Rico, will award said guerdon after the approval of a Joint Resolution to such effects, to the person or persons who performed the act of valor or heroism, or to his closest relatives, if such person were deceased, during an act or ceremony provided by the Governor and the Presidents of the Legislature for such purpose."
Section 2.- This Act shall take effect immediately after its approval.
