Resumen
Esta ley enmienda la Ley Núm. 447 de 1951, que creó el Sistema de Retiro de los Empleados del Gobierno de Puerto Rico. Adiciona el apartado (13) al Artículo 17, facultando al Administrador del Sistema a establecer programas de orientación pre y post-retiro, así como otros servicios (incluyendo tarjetas de identificación y descuentos) para los participantes próximos a retirarse y los ya pensionados.

LEY
Para adicionar el apartado (13) al Artículo 17 de la Ley Núm. 447 de 15 de mayo de 1951, según enmendada, que creó el Sistema de Retiro de los Empleados del Gobierno de Puerto Rico y sus instrumentalidades, para facultar al Administrador a establecer un programa de orientación pre y post-retiro y otros servicios a los participantes próximos a retirarse así como a los ya pensionados.
Decrétase por la Asamblea Legislativa de Puerto Rico:
Sección 1.- Se adiciona el apartado (13) al artículo 17 de la Ley Núm. 447 de 15 de mayo de 1951, según enmendada, para que lea de la siguiente manera: "Artículo 17.-Facultades y deberes del Administrador El Administrador dirigirá y supervisará toda actividad técnica y administrativa del Sistema; designará a una persona que, bajo su dirección inmediata estará a cargo y será responsable del debido funcionamiento del Sistema; seleccionará el personal del Sistema con sujeción a la Ley de Personal; podrá contratar los servicios de técnicos y especialistas; y velará porque se pongan en vigor las disposiciones de esta ley. Disponiéndose sin embargo, que todo el personal de la Oficina de Personal asignado al Sistema de Retiro, pasará a ocupar puestos análogos en el nuevo organismo para la administración del Sistema de Retiro creado por esta ley y estos empleados desempeñarán las funciones que les designare el Administrador del Sistema. El personal del Sistema será clasificado como empleados de carrera o de confianza según fuere el caso, de acuerdo a la Ley número 5 de 14 de octubre de 1975.
El Administrador tendrá, además, las siguientes facultades y obligaciones: (1) (2) (3)
(4) (5) (6) (7) (8) (9) (10) (11) (12) (13) El Administrador estará además facultado para establecer cuando lo considere conveniente un programa de orientación pre y post-retiro y otros servicios a los participantes próximos a retirarse así como a los ya pensionados. Dichos programas podrán incluir, entre otras actividacis, las siguientes: celebrar seminarios de orientación pre y post-retiro; expedir tarjetas de identificación a los pensionados y gestionar para éstos, descuentos en sus comprus u otras facilidades en servicios." Sección 2.- Esta ley comenzará a regir inmediatamente después de su aprobación.

AN ACT
To add clause (13) to Section 17 of Act No. 447 of May 15, 1951 as amended, which created the Employees Retirement System of the Government of Puerto Rico and its Instrumentalities, to empower the Administrator to establish a pre-and post-retirement orientation program and other services to participants who are to retire in the near future, as well as to those already pensioned.
BE IT ENACTED BY TME LEGISLATURE OF PUERTO RICO:
Section 1.- Clause (13) is hereby added to Section 17 of Act No. 447 of May 15, 1951 as amended, to read as follows: "Section 17.- Powers and Duties of the Administrator. The Administrator shall direct and supervise every administrative and technical activity of the System; shall designate a person who, under his immediate direction, shall be in charge of and responsible for the proper operation of the System; shall select the personnel of the System subject to the Personnel Act;
may contract the services of technicians and specialists; and shall see to the enforcement of the provisions of this Act. Provided, however, that all the staff of the Office of Personnel assigned to the Retirement System shall pass over to and hold similar positions in the new agency, for the administration of the Retirement System created by this Act, and said employees shall perform the duties assigned to them by the Administrator of the System. The staff of the System shall be classified as career or confidential employees, as the case may be, according to Act No. 5 of October 14, 1975.
The Administrator shall have, in addition, the following powers and duties: (1) (2) (3) (4) (5) (6) (7) (8) (9) (10) (11) (12)
(13) The Administrator shall be further empowered to establish, when he deems it pertinent, a pre-and post-retirement orientation program, and other services to participants who are to retire in the near future as well as to those already pensioned. Said programs may include, among other activities, the following: hold pre-and postretirement orientation seminars; issue identification cards to the pensioners and arrange for discounts in their purchases or in other services facilities.
Section 2.- This Act shall take effect immediately after its approval.
