Ley 29 del 1980
Resumen
Esta ley enmienda el Artículo 6 de la Ley Núm. 181 de 1942, la cual establece programas para la erradicación de la Tuberculosis Bovina y el Aborto Contagioso. La enmienda detalla las sanciones penales, incluyendo multas y reclusión, para quienes violen los términos de contratos o reglamentos relacionados con dichos programas. Además, faculta al Secretario de Agricultura para imponer multas administrativas tras una vista.

LEY
Para enmendar el Artículo 6 de la Ley Núm. 181 de 11 de mayo de 1942, según enmendada, que provee para los programas de Erradicación de la Tuberculosis Bovina y del Aborto Contagioso.
Decrétase por la Asamblea Legislativa de Puerto Rico:
Sección 1.- Se enmienda el Artículo 6 de la Ley Núm. 181 de 11 de mayo de 1942, según enmendada, para que se lea como sigue: "Artículo 6.-Toda persona que violare los términos de cualquier contrato formalizado en virtud del Artículo 2 de esta ley, o que violare cualquier disposición de los reglamentos promulgados por el Secretario de Agricultura o el de Salud, será culpable de delito menos grave; y convicta que fuere, será castigada con multa no menor de cien (100) dólares ni mayor de quinientos (500) dólares por la primera ofensa; y por cada violación subsiguiente será castigada con multa no menor de doscientos (200) dólares ni mayor de quinientos (500) dólares, o reclusión carcelaria por un término no menor de treinta (30) días ni mayor de tres (3) meses, o ambas penas a discreción del tribunal."
Previa celebración de la correspondiente vista administrativa dando oportunidad a la persona afectada de ser oída, el Secretario de Agricultura queda facultado para imponer multas administrativas hasta una cantidad de cien (100) dólares la primera vez y hasta quinientos (500) dólares por cualquier violación subsiguiente, cuando se encuentre que no se han cumplido las disposiciones de esta ley o de los reglamentos promulgados en virtud de la misma. Sección 2.- Esta Ley empezará a regir inmediatamente después de su aprobación.

AN ACT
To amend Section 6 of Act No. 181 of May 11, 1942 as amended, that provides for the Bovine Tuberculosis and Contagious Abortion Erradication programs.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO:
Section 1.- Section 6 of Act No. 181 of May 11, 1942 as amended, is hereby amended to read as follows: "Section 6.- Any person who violates the terms of any contract entered into pursuant to Section 2 of this Act, or who violates any provision of the regulations promulgated by the Secretary of Agriculture or the Secretary of Health, shall be guilty of a misdemeanor and, upon conviction, shall be punished by a fine of not less than one hundred (100) dollars nor more than five hundred (500) dollars for the first offense; and for each subsequent violation, by a fine of not less than two hundred (200) dollars nor more than five hundred (500) dollars, or by imprisonment in jail for a term of not less than thirty (30) days nor more than three (3) months, or by both penalties, in the discretion of the Court."
After holding the corresponding administrative hearing giving the person concerned a chance to be heard, the Secretary of Agriculture is hereby empowered to impose administrative fines up to a sum of one hundred (100) dollars for the first time and up to five hundred (500) dollars for any subsequent violation, when it is found that the provisions of this Act or of the regulations promulgated hereunder have not been complied with. Section 2.- This Act shall take effect immediately after its approval.
