Ley 117 del 1980
Resumen
Esta ley enmienda la Ley Núm. 88 de 1939, que regula el oficio de plomero. Establece una disposición transitoria hasta el 1 de diciembre de 1981, permitiendo a personas con al menos cinco años de experiencia en plomería obtener una licencia de oficial plomero sin cumplir requisitos de preparación escolar, previa comprobación de conocimientos. Además, asigna al Secretario de Salud la responsabilidad de velar por el cumplimiento de la obligatoriedad de licencia para ejercer el oficio de plomero.

LEY
Para enmendar las Secciones 4 y 11-B, de la Ley Núm. 88 de 4 de mayo de 1939, según enmendada, que reglamenta el ejercicio de maestros y oficiales plomeros, a los fines de establecer que hasta el día primero de diciembre de 1981, toda persona que no cumpla con los requisitos de preparación escolar podrá solicitar licencia de oficial plomero y para que sea el Secretario de Salud el encargado de velar porque ninguna persona ejerza el oficio de plomero sin tener la licencia correspondiente.
Decrétase por la Asamblea Legislativa de Puerto Rico:
Artículo 1.- Se enmienda la Sección 4 de la Ley Núm. 88, de 4 de mayo de 1939, según enmendada, para que lea como sigue: "Sección 4.-Para solicitar licencia de oficial plomero, todo aspirante deberá saber leer y escribir y deberá haber terminado el curso de adiestramiento prescrito o que en el futuro se prescriba por el Consejo de Aprendizaje de Puerto Rico creado a virtud de las disposiciones de la Ley Núm. 483, aprobada el 15 de mayo de 1947, según enmendada. Los estudiantes de las escuelas de plomería legalmente reconocidas en Puerto Rico podrán ser admitidos a examen previo certificado expedido por dichas escuelas vocacionales. Disponiéndose, que hasta el día primero de diciembre de 1981, toda persona que mediante certificado jurado y suscrito por un maestro plomero autorizado, pruebe a satisfacción de la Junta Examinadora de Maestros y Oficiales Plomeros haber trabajado en el oficio de plomero por un período de cinco (5) años o más bajo la dirección de un maestro plomero, tendrá derecho a que dicha Junta, después de comprobar sus conocimientos en el oficio le expida, sin examen teórico o escrito y sin que tenga que cumplir con el requisito de preparación escolar, previo pago de los derechos correspondientes una licencia de oficial plomero."
Artículo 2.- Se enmienda la Sección 11-B de la Ley Núm. 88 de 4 de mayo de 1939, según enmendada, para que lea como sigue: "Sección 11-B.-El Secretario de Salud o sus representantes autorizados serán encargados de velar porque ninguna persona ejerza como maestro u oficial plomero en Puerto Rico sin tener la licencia correspondiente."
Artículo 3.- Esta Ley comenzará a regir inmediatamente después de su aprobación.

AN ACT to amend Sections 4 and 11-B of Act No. 88 of May 4, 1939 as amended, which regulates the practice of the master and journeyman plumbers' trade, to establish that every person who does not comply with the academic training requirements may apply for a license as journeyman plumber until December 1, 1981, etc.,
and finds the same are complete, true and correct versions of each other.

To amend Sections 4 and 11-B of Act No. 88 of May 4, 1939 as amended, which regulates the practice of the master and journeyman plumbers' trade, to establish that every person who does not comply with the academic training requirements may apply for a license as journeyman plumber until December 1, 1981, and that the Secretary of Health shall be in charge of seeing that no person practices the plumbing trade without holding the proper license.
BE IT ENACTED BY THE LEGISLATURE OF PUERTO RICO: Section 1.- Section 4 of Act No. 88 of May 4, 1939 as amended, is hereby amended to read as follows: "Section 4.- Every applicant for a license as a journeyman plumber shall know how to read and write and shall have completed the apprenticeship course heretofore or hereafter prescribed by the Apprenticeship Council of Puerto Rico, created under Act No. 483, approved May 15, 1947, as amended. Students of legally recognized schools of plumbing in Puerto Rico may be admitted to take their examinations if they hold a certificate issued by said vocational schools. Provided, that until December 1, 1981, any person who, by a certificate sworn to and
subscribed by an authorized master plumber, proves to the satisfaction of the Board of Examiners of Master and Journeyman Plumbers that he has worked in the plumbing trade for a period of five (5) years or more under the direction of a master plumber, shall be entitled to be issued a license as journeyman plumber by the Board after proving his knowledge of the trade, without a practical or written examination and without the requirement of academic training, upon payment of the corresponding fees."
Section 2.- Section 11-B of Act No. 88 of May 4, 1939 as amended, is hereby amended to read as follows: "Section 11-B.- The Secretary of Health or his authorized representatives shall be in charge of seeing that no person shall practice as master or journeyman plumber in Puerto Rico without holding the proper license."
Section 3.- This Act shall take effect immediately after its approval.
